Job Description and DutiesUnder the general direction of the Technical Services Sections, Information Technology Manager I, the Information Technology Specialist II (ITS II) serves as the Department’s lead International Business Machines (IBM) Power Systems and IBM I Enterprise Architect and Platform Administrator. This role is responsible for the architecture, administration, security, compliance support, modernization, and operational governance of enterprise IBM Power Systems and IBM I environments supporting Department Headquarters, Regional Centers, Developmental Centers, hosted service providers, Infrastructure as a Service (IaaS) environments, cloud-connected services, and disaster recovery operations.
As the Department’s primary technical authority for IBM I technologies, the incumbent provides strategic leadership in platform engineering, enterprise architecture, infrastructure planning, communications architecture, cybersecurity, disaster recovery, cloud integration, licensing, procurement, and long‑term technology modernization initiatives.
Effective July 1, 2025, State employees are subject to a salary reduction of three percent in exchange for five hours per month of the Personal Leave.
Working ConditionsOpen‑spaced partitioned offices. Prolonged periods on a computer a majority of the time. May occasionally be required to move or transport objects weighing up to 25 pounds. May require 24/7 on‑call support as well as weekend support. Occasional travel including overnight stays or day trips, may be required. This position is a hybrid, in‑office/telework position, and may be subject to change.
Incumbent may be required to report to the office or any designated location at any time. Telework agreements can be modified and/or cancelled at any time. All commute expenses to the reporting location will be the responsibility of the selected candidate. Candidates must be residents of the State of California at the time of appointment. This position requires lawful authorization to work in the United States.

Knowledge of enterprise IBM Power Systems and IBM I architecture, administration, and platform lifecycle management; enterprise infrastructure engineering supporting hosted, hybrid‑cloud, and disaster recovery environments; information security frameworks and regulatory requirements including HIPAA, NIST, SAM, SIMM, Cal‑Secure, and State security policies; vendor management, procurement, software licensing, technology contracts, and hosted service providers; enterprise architecture, technology governance, infrastructure planning, and modernization strategies;
cloud‑connected services, Infrastructure as a Service (IaaS), hybrid‑cloud environments, and AWS modernization initiatives; disaster recovery, business continuity, backup and recovery planning, and highly available enterprise platforms; information security engineering, identity and access management, auditing, encryption, and enterprise security controls; communications and network architecture supporting secure enterprise connectivity and systems integration.
Ability to exercise independent judgment while leading enterprise technical initiatives and providing strategic consultation across multiple organizations; communicate complex technical concepts to executive leadership, technical teams, vendors, auditors, and business partners.
