Information Technology Manager I

The Franchise Tax Board is seeking a dynamic Information Technology Manager I to lead a high-performing team supporting enterprise modernization initiatives. This role oversees a section responsible for business analysis, requirements development, process improvement, and cross-department coordination for large-scale technology projects. The ideal candidate is a collaborative leader who excels at guiding teams, managing workloads, and partnering with business and technical stakeholders to deliver high-quality solutions.

The IT Manager I ensures alignment with enterprise technology standards, supports project governance, and drives operational excellence within a fast-moving environment.

Typical duties include:

• Plan, organize, and direct the work of analysts supporting business requirements, business readiness, and modernization activities for EDR3/BPA3
• Oversee development, review, and approval of requirements, process documentation, and procurement-related artifacts
• Coordinate with business partners, technical teams, IV&V, and the Solution Provider to resolve issues, clarify priorities, and support decision-making
• Ensure consistent application of SDLC, governance standards, and FTB's enterprise processes
• Provide leadership in workload forecasting, priority setting, resource allocation, and risk management
• Mentor and develop staff, fostering a collaborative, inclusive, and high-performance environment
• Communicate status, risks, and impacts to management, executives, and project leadership
