Healthcare / Home and Community‑Based Services (HCBS) Practice GroupThe HCBS Practice Group (“Health PG”) focuses on improving access to healthcare and community‑based services through Medi‑Cal. The group works to ensure that people with disabilities have access to essential health care services and a full range of community‑based long‑term services and supports necessary to allow community living and avoid institutionalization, consistent with the principles of the Supreme Court’s Olmstead decision.
PositionSummary
The Healthcare/HCBS Practice Group seeks a senior attorney who will lead advocacy initiatives within the group. Candidates should have demonstrated experience in direct representation in administrative hearings, policy advocacy, and litigation, and should possess in‑depth knowledge of California’s Medi‑Cal program.
Salary and BenefitsSalary range: $89,434.80‑$ annually, based on experience and internal equity analysis. Benefits include 8% 401(k) match, Loan Repayment Assistance Program (LRAP) paying up to $300/month, and a language differential of up to $250/month for proficiency in certain languages.
Job Responsibilities- Develop, lead, and participate in policy advocacy at the state and federal level, including commenting on and drafting legislation and regulations, and participating in stakeholder work groups or committees.
- Develop, lead, and participate in litigation—including individual representation and systemic litigation.
- Represent individual clients in negotiations, mediations, and administrative proceedings.
- Supervise and mentor the work of attorneys, fellows, and interns, as assigned.
- Prepare or coordinate training materials, publications, reports, or special projects, and make presentations about legal work as necessary.
- Provide technical assistance and substantive training to other DRC staff on complex Healthcare/HCBS issues.
- Collaborate with other agencies and organizations to address systemic issues impacting access to Medi‑Cal and HCBS.
- Participate in other duties as assigned.
May directly supervise one or more attorneys or advocacy staff on the Health PG and shall carry out supervisory responsibilities in accordance with DRC's policies and applicable laws, including interviewing, hiring, training, performance evaluation, and addressing complaints.
Requirements- Juris Doctor degree plus seven years of experience practicing law.
- Demonstrated expertise in Medicaid and health care law.
- Demonstrated ability to lead complex representation, build strong relationships, and collaborate effectively.
- Four years of experience in at least one of the following areas: administrative hearings, policy advocacy, civil litigation.
- Excellent advocacy skills (research, writing, analysis, oral).
- Ability to work independently with appropriate supervision.
- Ability to meet deadlines and perform multiple tasks while maintaining attention to detail.
- Must be a member of the California State Bar or eligible to practice under the Registered Legal Services Attorney Program.
- Fluent in Spanish or an Asian language, or capable of using American Sign Language.
- Experience with and/or extensive contacts in ethnic or language‑distinct communities.
- Experience working with people with disabilities and/or people from multi‑ethnic communities.
Ability to travel occasionally for meetings, trainings, or outreach activities.
Working Conditions- Duties performed between office or home environments and the field in a wide range of settings, including courthouses, health care facilities, community agencies, or community‑based outpatient settings.
- Duties frequently require sitting and communicating with others.
