Under general direction, the Public Information Manager develops, implements, directs, and manages multiple comprehensive public and media relations actives and programs. An incumbent manages staff engaged in these same activities and coordinates assigned activities with other divisions, departments, outside agencies, and the general public.

The current vacancy is in the Sacramento County Assessor’s Office. However, the eligible list created from this recruitment will be used to fill future vacancies as they become available.
- Principles and practices of management and organizational theory, including planning, organizational design, business finance, business development, project management, and organizational effectiveness
- Principles and practices of supervision, discipline, leadership, mentoring, and training
- Applicable federal, state, and local laws, codes, and regulations
- Crisis communication and emergency response roles
- Operational characteristics, services, and activities of assigned programs and functions
- Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, databases, and other specialized applications related to area of assignment
- English usage, spelling, grammar, and punctuation
- Principles and techniques to plan, develop and coordinate comprehensive local government public relations, communications and media relations programs
- Methods used to evaluate program objectives and goals
- Principles and techniques of establishing and maintaining good relations with news media and other public groups
- Principles, techniques, and practices of journalism, expository prose, and editing; preparation, composition, layout, production, and dissemination of educational, informational, and promotional materials
- State, federal and local governmental organizations and functions
- Principles, practices, and emerging trends of public relations and public communication
- Principles and techniques of mass and targeted communication, public speaking, and marketing
- Select, supervise, train, and evaluate staff
- Plan, coordinate, assign, and review the work of subordinate staff
- Investigate and resolve disciplinary issues
- Work independently, prioritize work, coordinate activities and meet critical deadlines
- Develop, monitor and interpret budgets and other financial documents
- Plan, manage, and complete complex work assignments
- Develop and maintain cooperative, effective working relationships with others including media, community leaders, County management staff, and representatives of a wide range of public agencies and private organizations
- Communicate clearly and concisely, both verbally and in writing
- Interpret and apply applicable federal, state, and local laws, codes, and regulations
- Apply customer service skills, including the identification of customer needs and follow up to ensure customer commitments have been met
- Influence and persuade others to take a desired action and/or direction
- Interpret and summarize a variety of data and information
- Exercise discretion and maintain confidentiality of information
- Plan, develop, implement, and review comprehensive media and public relations programs
- Prepare written analysis, evaluation, summaries, recommendations, correspondence and reports
- Understand and effectively communicate County regulations and programs
A Bachelor’s degree from an accredited college or university;
AND
Three years of full‑time paid experience managing comprehensive communication programs which included responsibility for program development and implementation and liaison responsibilities with representatives from the community and public and private sectors. One year of this experience must have been as a lead worker over professional communications staff.
