Th e California Department of Public Health (CDPH) is committed to effectively delivering essential Public Health services directly and/or through strong and effective Partnerships. The Program Support Division (PSD) provides a variety of supportive services to CDPH Programs.
We are in downtown Sacramento in the East End Complex across the street from the beautiful Capitol Park Rose Garden.
Job Description And DutiesThis position supports the CDPH’s mission and strategic plan by enhancing services through optimizing data and technology and overseeing the Telecom Unit for the Department, which includes both wired and wireless communications infrastructure.
The Supervisor I provides leadership and guidance to staff supporting telecom and wireless device operations across all CDPH-occupied spaces in State-leased facilities throughout California. The Supervisor I is responsible for assigning, reviewing, and monitoring staff workloads and deadlines to ensure operational objectives are met at the Program, Branch, and Department levels.
This position is pending approval from the Human Resources Division.
Desirable QualificationsIn addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Expertise in statewide telecom operations, including VoIP systems (profiles, connectivity, Jabber) and legacy systems (Centrex, PBX), preferred.
- Strong leadership skills in supervising technical staff, workload management, and performance evaluation.
- Proficiency in telecom inventory and database management (VOSS, SQL, Access) with attention to accuracy and compliance.
- Excellent communication and stakeholder engagement skills, including clear documentation and user guidance.
- Knowledge of state procurement and contracting processes, including competitive bidding and vendor negotiations.
- Strong analytical and problem-solving skills with experience in data-driven decision-making and process improvement.

This position may be eligible for telework. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment.

Travel may be required for this position. Reimbursement for travel takes into consideration an employee’s designated headquarters, as reflected in the duty statement, and is subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.
