Job Description and Duties

Effective January 1, 2026 the California Prison Industry Authority (CALPIA) has been renamed the California Correctional Training and Rehabilitation Authority (CALCTRA).

CALCTRA’s Central Office is located in Folsom, a city in the greater Sacramento region known for its quality of life, outdoor access, and strong sense of community. CALCTRA’s Director serves as the chief executive leader responsible for statewide operations, strategic planning, and organizational performance. The Director provides leadership across manufacturing, operations, corrections‑based programs, finance, and the workforce, ensuring CalCTRA fulfills its mission while operating as an efficient, accountable, and forward‑looking public organization.

Responsibilities

The Director will:

  • Lead the organization on operational, strategic, and financial matters.
  • Oversee manufacturing, operations, and corrections‑based programs.
  • Ensure compliance with state policies, laws, and regulations.
  • Represent CALCTRA to stakeholders, including state officials, labor partners, advocacy groups, and correctional leadership.
  • Develop and implement initiatives to expand opportunities and outcomes for the populations served.
  • Guide workforce planning, succession planning, and organizational development.
  • Champion ethical leadership, transparency, and accountability.
Minimum Requirements
  • Position title:

    Director, California Correctional Training and Rehabilitation Authority.

  • Full‑time, exempt executive assignment.
  • Hybrid work schedule, Monday‑Friday, 8:00 am‑5:00 pm.
  • Conditional employment requires live‑scan, tuberculous (TB) test, and physical (if applicable).
  • Subject to reasonable‑suspicion drug testing per 2 CCR § 599.960.
Desirable Qualifications
  • Bachelor’s degree from an accredited institution (master’s degree preferred).
  • Minimum of five (5) years of senior‑level leadership experience in a comparably sized organization.
  • Experience working within government agencies or highly regulated environments.
  • Strong communication skills with diverse stakeholders.
  • Entrepreneurial mindset focused on expanding opportunities and outcomes for the populations served.
  • Solid understanding of accounting, finance, and operational management.
  • Experience leading people in complex organizations with a team‑oriented mindset.
  • Expertise in workforce planning, succession planning, and organizational development.
  • High level of interpersonal skill, sound judgment, and leadership maturity.
  • Track record of ethical leadership, transparency, and accountability.
