Job Description and Duties

The Research Data Specialist II (RDS II) independently performs technical research and statistical work necessary to accomplish the objectives and tasks of the Department of Developmental Services (Department). The RDS II collects, validates, compiles, analyzes and interprets data provided by other departmental units and regional centers (RCs). The RDS II is responsible for complex technical research functions related to department programs, including Employment Services, and conducts point‑in‑time, trend and multivariate analysis of consumer data on a wide range of topics related to services provided through the State’s network of developmental services.

The RDS II must have a strong understanding of research and statistical methods.

Working Conditions

Under Government Code 14200, this is a hybrid, in‑office/telework position and may be subject to change. Incumbent may be required to report to the office or any designated location at any time. Telework agreements can be modified or cancelled at any time. Candidates must be residents of California at the time of appointment. Commute expenses to the reporting location are the responsibility of the selected candidate.

The position requires lawful authorization to work in the United States and does not sponsor employment visas. The incumbent is required to maintain consistent attendance, communicate effectively while working with the public, community members, management, staff, and control agencies; develop and maintain knowledge and skills related to specific tasks, methodologies, materials, tools and equipment; complete assignments in a timely and efficient manner;

and adhere to departmental policies and procedures.

Special Requirements

The Statement of Qualifications (SOQ) must be numbered in the same order as the following areas, typed in 12‑point Arial font, single spaced, and be no more than two pages in length. Applicants who fail to answer the questions or submit an SOQ may not be considered.

  • Describe the most advanced project where you used Python and/or SQL. What challenges did you face, and how did you overcome them?
  • Describe your experience automating reporting using Python and SQL. If you used additional tools or technologies (such as dashboards, APIs, or workflow tools), explain how they supported your work.
  • Describe a time when you tracked and monitored the performance of a program, project, or initiative. How did you work collaboratively to understand goals and requirements? How did you ensure they were clear and usable by others?
Desirable Qualifications
  • Knowledge of: Advanced proficiency in Python and SQL as essential tools for data analysis, automation, and building data pipelines; research methods and techniques, including the application of computerized models to research data; statistical and analytical methods for data analysis and projection; survey methods, operations research, and other advanced analytical techniques; familiarity with program monitoring or assessing program effectiveness; familiarity with data visualization tools such as Power BI is a plus.
  • Ability to: Reason logically and apply critical thinking skills; communicate effectively about data and research to individuals and groups, analyze and make recommendations; plan and carry out research projects; prepare and present technical reports; participate in teams as a leader or team member; establish and maintain supportive, cooperative and harmonious relationships with others.
