Under direction, the Human Services Program Manager plans, coordinates and manages the work of a major human services program; or, in a staff capacity, recommends policies and procedures for implementation of legislative recommendations; and performs related duties as assigned.
Examples Of Knowledge And Abilities Knowledge Of- Principles and practices of program and personnel administration in the relevant field of human services.
- Principles of management, including planning, organizing, staffing, and directing and controlling a large staff.
- Principles and practices of employee supervisions and staff development.
- Laws, rules and regulation governing the assigned program area.
- Available public and private community resources.
- Social, political and economic issues influencing program administration.
- Basic budget development and administration
- Grant development and administration.
- Knowledge of automated information processing systems and data bases may be required.
- Social and psychiatric casework objectives, principles and methods
- Ethical principals related to social casework.
- Research and analysis methods used in studies involving social services
- The psychodynamics of normal and abnormal behavior
- Dynamics of abuse and neglect
- Child development, the aging process, parenting skills, adolescence, substance abuse, family dynamics, death and dying, and crisis intervention.
- Plan, organize and manage assigned human services program(s)
- Select, motivate and evaluate staff and provide for their training and professional development
- Recognize operational problems and implement effective resolutions
- Analyze complex regulatory and administrative problems, evaluate alternatives and adopt effective courses of action
- Prepare clear and concise records, reports, correspondence and other written materials
- Exercise sound, independent judgment within policy guidelines
- Establish and maintain effective working relationships with those encountered in the course of the work
Any combination of education, training and experience likely to provide the required Knowledge and Abilities for these classes as describe above. Typical ways include:
Possession of a Bachelor’s degree from an accredited college or university in a management field such as public administration, business or health services administration; or in a relevant human services field such as social work, psychology, public health, health sciences, sociology; or in a relevant health field such as life or physical sciences. For some positions, a Master’s degree may be preferred.
Additional qualifying experience may substitute for degree on a year–for-year basis.
And
Two (2) years of supervisory experience in health care, mental health, financial assistance, community or social services work.

If the word “experience” is referenced in the minimum qualifications, it means full-time paid experience unless the minimum qualification states that volunteer experience is acceptable. Part-time paid experience may be accumulated and pro-rated to meet the total experience requirements.

Requirement
The incumbent of the position designated as the County Veterans Service Officer must be an honorably discharged veteran and must meet any other state requirements for a Veterans Service Officer (California Code of Regulation, Title 12, and any other applicable laws and regulations in effect at the time of appointment)
