SUMMARY
Under direct supervision, performs a variety of semi‑skilled duties in the construction, installation, maintenance, renewal and repair of City Water Resource utilities.
DISTINGUISHING CHARACTERISITICSFirst level of a three‑tier job group. Distinguished from the next higher level by the absence of the ability to perform skilled and advanced water resource operator duties. Reports to the Water Resource Field Supervisor. Follows direction from Lead Water Resource Operators and Water Resource II Operators when assigned as a helper specific to the task at hand.

Incumbent may not be required to perform all duties and may be required to perform additional, position‑specific tasks.
- Performs a variety of semi‑skilled, manual duties in the maintenance, repair and construction of City properties, including water, wastewater and reclaimed water structures and systems while assigned to one or more divisions.
- Assists in the cleaning, maintenance and repair of water, wastewater and reclaimed water systems.
- Assists in the removal of old pipe and the laying of new pipelines, mains, services and hydrants. Assists in the installation of water meters and repair.
- Digs and fills trenches manually or using light equipment. Learns to operate medium vehicles and equipment under supervision.
- Transports structures and equipment within the water, wastewater and reclaimed water systems as assigned.
- Completes daily electronic work orders and activity logs when assigned.
- Mandatory on‑call rotation.
- Performs other related duties as assigned.
- Education, Experience, Certifications and Licenses:
- High School diploma or equivalent GED certificate.
- One (1) year work experience in the general construction or maintenance field; or an equivalent combination of training and experience that provides the required knowledge and skills.
- Ability to obtain a Valid State of Arizona Drivers Permit (Class
B) within six (6) months and obtain License (Class
B) with tanker endorsement within twelve (12) months of hire. (Required to retain employment.) - Flagger certification that meets the training and certification standards of the national safety council highway flagger training program, the American traffic safety services association flagger program or an equivalent program that meets the same objectives preferred.
This position is considered a safety‑sensitive position and is subject to new hire and random drug and alcohol testing as outlined in the Alcohol & Substance Abuse policy listed in the Human Resources Personnel Manual.
REQUIRED KNOWLEDGE AND SKILLS- Knowledge of basic construction, maintenance and repair procedures, practices and methods used within the plumbing industry.
- Knowledge of local topography and geography.
- Knowledge of safe work practices including OSHA shoring specifications and sloping regulations.
- Skill in operating light equipment, vehicles, and specialized tools.
- Skill in understanding and following oral and written directions.
- Skill in determining appropriate action within clearly defined guidelines.
- Skill in establishing and maintaining effective working relationships with others.
- Work is routinely performed in an outdoor environment, subject to driving to conduct work, seasonal heat, and cold and extreme weather conditions.

- Subject to dust, odors, dirt, oil/grease, gases, vapors, working around and with machinery having moving parts, working in a cramped or restrictive work chamber, working below the surface, and working at heights on ladders or scaffolding.
