Position: Street Maintenance Worker 2 (Full-Time)

Organization and Area Information

Nestled in the central part of southeastern Arizona's Gila Valley, the City of Safford is a thriving rural city. With a population of just over ten thousand, it is the largest municipality in Graham County. Incorporated as a town in 1901 and becoming a city in 1955, Safford has become the major hub for southeastern Arizona. The City employs over 230 staff members across multiple departments, including full‑time employees, seasonal employees, volunteer firefighters, and council members.

The City provides all utilities for residents and surrounding areas, and operates a landfill and airport that service the county.

Summary

Under general supervision, performs a variety of skilled duties in the maintenance, repair and construction of city streets and related structures and systems.

Distinguishing Characteristics

This entry to mid‑level position in the street maintenance division of Public Works is distinguished from the next‑class level by the absence of the ability to efficiently operate all heavy equipment. The class level also has the potential, based on experience, to serve as a crew leader in the training of others. This position reports to the Street Maintenance Supervisor.

Essential Job Functions
  • Constructs, maintains and repairs city streets, alleys, right‑of‑ways, and sidewalks, including patching potholes, sealing cracks and repairing blacktop surfaces.
  • Uses hot or cold mix to repair streets, patch utility pavement cuts, potholes and seal cracks; sprays oil on streets to seal pavement.
  • Sets up building forms for mixing, pouring and finishing cement; assists in street, pavement, sidewalk, curb, gutter and catch basin construction.
  • Reads and sets grades and employs minor survey knowledge.
  • Maintains, constructs and repairs storm drains, alleys, catch basins and manholes; excavates storm drains as needed.
  • Applies street markings and traffic control symbols according to state laws and city needs; prepares and applies color and line dimensions to pavement; paints centerlines, crosswalks, parking stalls and curbing; cleans and maintains painting equipment.
  • Assists with the placement and maintenance of traffic cones, barricades and other control articles; places signs according to traffic engineers and state, city and federal laws, guidelines, ordinances and general directions.
  • Maintains equipment and supplies on vehicles.
  • Completes records and activity logs.
  • Assists with community events as needed.
  • Responds to emergency and off‑hour situations; subject to on‑call status as needed.
  • Performs other related duties as assigned.
Minimum Qualifications

Education, Experience, Certifications and Licenses:

  • High school diploma or equivalent GED certificate, or equivalent experience.
  • Prefer two (2) years street maintenance work experience; or two (2) years in general construction with some heavy equipment experience, or a combination of training and work experience that provides the required knowledge and skills.
  • Valid State of Arizona driver’s license with the ability to obtain a Class B license with tanker endorsement within twelve (12) months of hire (Class A preferred but not required). Commercial learner’s permit and/or endorsement tests must be completed with the Motor Vehicle Division within six (6) months of hire (Required to maintain employment).
  • Flagger certification meeting the training and certification standards of the national safety council highway flagger training program, the American Traffic Safety Services Association flagger program or an equivalent program (preferred).
  • Ability to obtain and retain State of Arizona pesticide applicator’s license (preferred).
Substance Abuse Testing
  • This position is considered a safety‑sensitive position and is subject to new hire and random drug and alcohol testing as outlined in the Alcohol & Substance Abuse policy listed in the Human Resources Personnel Manual.
Required Knowledge and Skills
  • Knowledge of skilled street construction, repair and maintenance procedures and practices.
  • Knowledge of light, medium and some heavy vehicle and equipment operation.
