SUMMARY OF POSITION: The Director of State & Federal Programs and Elementary MTSS Coordinator provides leadership and oversight of the district's Title I and related state and federal programs. This position ensures full compliance with state and federal regulations while aligning programs with district goals and the overall instructional framework. Responsibilities include grant administration, budgeting and fiscal oversight, program evaluation, data analysis, and professional development.
In collaboration with district and school leaders, the Director works to maximize the impact of federal resources to improve student achievement and close achievement gaps.
In addition, the Director leads the implementation of the Multi-Tiered System of Supports (MTSS) for grades K 5. Working closely with elementary principals, intervention teams, and teachers, this role supports structured problem-solving processes, data-driven decision-making, and the delivery of academic and behavioral interventions across all tiers. Through coaching, facilitation of team meetings, and targeted professional development, the Director ensures fidelity of MTSS implementation and strengthens instructional practices to support the success of all elementary students.

COMPENSATION: Salary and benefits are established in accordance with the Carrollton Public Schools Administrative Contract.
QUALIFICATIONS:
- Master's Degree in School Administration.
- Minimum of three years of successful administrative experience (preferred).
- Demonstrated ability to write and obtain grants.
- Must have demonstrated educational leadership.
- Must have effective communication and public relations skills.
- Must be able to work effectively with individuals and facilitate teams.
- Evidence of innovation and solutions-based thinking.
- Exceptional organizational and planning abilities.
- Work collaboratively with colleagues, central office, school-based staff, students, parents, and community members.
- Must have knowledge of curriculum, instruction, organizational patterns, school operations, and pupil services.
- Knowledge of learning theory, research-based and evidence-based educational practices, and current trends in education.
- Must possess high levels of proficiency in Google and Microsoft applications.
- Manages all aspects of the Consolidated Application for Title I programming, including budget planning with building leaders, application submission, spending approvals, and program documentation.
- Attend local and state conferences to stay current on state and federal program updates through MASFPS, MDE, SISD, and other organizations.
- Coordinates Title I services and budgets with other funding sources to ensure seamless and comprehensive support for Title I students.
- Collaborates with the business office to maintain accurate alignment of Title I funds with program requirements and approved budgets.
- Align day-to-day program practices with documented processes and procedures to maintain compliance and consistency.
- Responsible for compiling all data for the district and building MTSS/MICIP leadership meetings via the BAA, MiSchool Data, Munetrix, NWEA, College Board, and Skyward as they support the Title I programs and budgets.
- Other duties as assigned, approved by Title I funding.
- Mentor school-based team through the development and implementation of the MTSS framework at all tiers.
- Assistant building teams with the evaluation of student/school needs and the development of appropriate supports.
- Assist schools in utilizing school-based data to determine the effectiveness of instruction at the core and supplemental instruction/intervention levels.
- Assist schools in understanding screening, diagnostic, and progress monitoring data for the purpose of identifying struggling learners instruction/intervention design, and students' response to intervention, respectively.
- Provide ongoing school support in order to monitor the implementation of MTSS as assist teams with academic and behavior resources and strategies at all tiers.
- Facilitate professional development in MTSS based on schools' needs.
- Participate in district local and start professional development and meetings to build and enhance skills.
- Provide support to building-level staff in the implementation of school-wide supplemental support.
- Manages Title II and Title IV, including budget planning with building leaders, application submission, spending approvals, and program documentation.
