Budget Analyst

Summary

This position located in the Fiscal Service - Aleda

E. Lutz VA Medical Center. The purpose of this position is to perform work by applying budget analysis theory, concepts, methods and procedures connected with the budget formulation and execution of VA's particular programs, systems, procedures, functions and the structure of the organization supported organizational component/facility.

To qualify for this position applicants must meet all requirements by the closing date of this announcement – 07/15/2026. Time‑In‑Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time‑in‑grade requirements by the closing date of this announcement. For a GS‑09 position you must have served 52 weeks at the GS‑07. For a GS‑11 position you must have served 52 weeks at the GS‑09. An SF‑50 that shows your time‑in‑grade eligibility must be submitted with your application materials.

For GS‑9 level Specialized

Experience:

You must have one year of specialized experience equivalent to at least the next lower grade GS‑07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include reviewing, analyzing and monitoring organizational budgets to ensure accuracy and compliance; compiling and evaluating statistical and financial data for use in reports, studies and presentations;

utilizing automated financial systems, databases and software applications to manipulate data, prepare summaries and generate detailed budgetary reports; and communicating with and assisting program offices regarding budget formulation, execution, financial procedures and the use of electronic financial systems.

Education:

Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master’s or equivalent graduate degree – or 2 full years of progressively higher level graduate education leading to such a degree – or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills and abilities necessary to do the work of this position.

For GS‑11 level Specialized

Experience:

You must have one year of specialized experience equivalent to at least the next lower grade GS‑09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include independently reviewing, analyzing and evaluating organizational budgets to ensure accuracy, compliance with regulatory requirements and alignment with program objectives; compiling, interpreting, and presenting complex statistical and financial data for reports, studies, briefings and presentations;

utilizing advanced features of automated financial systems, databases and software applications to manipulate data, conduct trend analyses and produce comprehensive budgetary reports; and advising and assisting program managers and service lines on budget formulation, execution, financial procedures and the effective use of electronic financial management systems.

Education:

Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. – if related.
