Police Commander

JOB SUMMARY

Command, supervise and administer the functions of and the personnel in a Division of the Police Department.

Plans, organizes, directs and oversees the work of sworn and civilian staff. Assists in developing and

administering the department budget and expenditures, in strategic and long-term planning, in implementing a

law enforcement program for the Town, and in developing policies and procedures. Perform patrol,

investigation, traffic regulation and related law enforcement activity functions and duties as needed.

Proactively undertakes community-oriented policing by working with and assisting citizens. Prepares a variety

reports, forms and records. Make presentations as required. Oversees different process levels of criminal and

administrative investigations. Strives to assure staff and department programs are adhering to policy,

procedure, and best practices.

• Command, supervise and administer the functions of, bureaus, sections, and the personnel in a Division of the Police Department. Assist in developing and administering the department budget and expenditures, in strategic and long-term planning, in implementing a law enforcement program for the Town, and in developing policies and procedures.
• Plans, organizes, directs and oversees the work of sworn and civilian staff. May be involved in the selection of staff and promotional processes. Reviews and recommends disciplinary action. May testify at or coordinate activities at personnel hearings. Writes and reviews performance evaluations.
• Perform patrol, investigation, traffic regulation and other related law enforcement activity functions and duty as needed.
• Proactively undertakes community-oriented policing by directing staff to address community-oriented policing projects as staff works with assisting citizens with such matters to preserve the peace and protect the public. Promotes crime prevention, traffic safety, and home and community protection.
• May also be assigned to communicate with community groups or members in an effort to better understand community policing needs.
• Attends meetings to review calls for service, cases, complaints, philosophies, directives and service efforts and to coordinate local, regional and national law enforcement strategies, activities and initiatives for the Sahuarita Police Department.
• Evaluates and recommends equipment purchases, upgrades and replacements. Evaluates staff strengths, weaknesses and interests and recommends training, improvement/career development activities. Through coaching, training, and mentoring, is responsible for assuring subordinates meet appropriate levels of competency in their respective positions and continue to professionally develop.
• Oversee, review, prepare, and forward a variety of reports, forms and records, requisitions, grants and other paperwork to include media releases, Intergovernmental Agreements, contracts, MOUs, and grants. Compose and revise a variety of written documents and summaries. Prepare and submit periodic reports. Make presentations as required.
• Coordinate activities with other town officers, exchanges information with officers in other jurisdictions, obtains advice from the Town Attorney, Town Prosecutor or the County Attorney as needed. Maintain contact with the general public, court officials and other Town officials in the performance of policing activities. Assists in promoting interdepartmental cooperation toward Town goals when reasonably possible.
• Assists in emergency evacuations and situations as needed. May need to restrain a person in a hostile situation or to maintain order to include the need to use physical force against such person up to and including lethal force. Potential for injury and exposure to violent people; may be exposed to bodily fluids, infectious disease, and airborne particles and fumes. May need to use a variety of appropriate levels of force, up to and including lethal force, against persons to effect arrests, detentions, or other law enforcement duties.
  
  Is responsible for maintaining the capabilities to perform the patrol, investigation, and enforcement actions of a police officer.
