Location: St. Ann

The Quality Improvement Coordinator position reports directly to the Health & Human Services Administrator, serving in a critical leadership position with broad responsibility to oversee the planning, organization, direction and coordination of the various operations of the Division of Administrative Services within the Department. Performance is monitored under the general direction and supervision of the Health & Human Services Administrator with agency granted for independent sound professional judgment and creative initiative for the benefit of the program and implementation of best/promising practices in service delivery to St.

Louis County, MO residents.

This position is located in Saint Ann, MO 63074 at 500 Northwest Plaza Drive.

Qualifications

The candidate for this position must demonstrate extensive experience and ability to facilitate solutions under pressure/ambiguity with excellent professional judgement, be exceptionally skilled in project management, and seasoned in strategically planning to ensure high quality services are delivered to the public.

Bachelor's degree in business management, public health, behavioral/social sciences or an otherwise related field and four years of relevant experience working within a government agency or non-profit sector. Three years of experience overseeing large complex operations. Two years of experience in public speaking. Two years of experience in performance/quality improvement. Two years of experience in project management.

Responsibilities
  • Ensure coordination, minimize duplication, and maintain positive rapport and relationships with internal and inter-agency partners to meet organizational effectiveness needs.
  • Evaluate the work of staff to ensure that programs are of appropriate quality and that resources are utilized effectively.
  • Implement process improvements.
  • Establish standard operating procedures.
  • Facilitate orientations/on-boarding and in-service training and materials.
  • Review key performance data and act to improve outcomes.
  • Design, develop, and implement employee training within the department specific to DHS operational needs; schedule training sessions, facilitate learning activities, and evaluate the effectiveness of training programs to ensure employees acquire necessary skills and meet departmental standards.
  • Coordinate the development, implementation, and evaluation of performance management initiatives and coordinate related administrative projects and programs for the department to lead to organizational efficiency and effectiveness.
  • Ensure departmental compliance with all current regulations and that all employees are aware of safety requirements and are prepared to follow safety procedures. Collect data and reports on all safety and accident events.
  • Act as representative for the Health & Human Services Administrator or Division Manager of Administrative Services on assignments/engagements with the utmost professionalism.
  • Establish and support collaborative engagement among teams across DHS; champion goals of improvement and best practice standards of public service and operations.
  • Develop a volunteer program, recruiting new volunteers for departmental programs; manage and supervise programming volunteers including both short term and long-term volunteers.
  • Actively lead the accreditation process; ensure integrity and compliance with Continuity of Operations Plan.
  • Demonstrate knowledge in data analysis, performance measurement/improvement, and process mapping.
  • Analyze proposed legislation, regulations or rule changes that affect/determine health outcomes and make recommendations to the Director’s Office.
  • Establish and strengthen inter-agency and external partnerships/collaborations to advance research and analysis of community needs to accomplish program goals and outcomes.
