- Six (6) years of professional, full‑time‑equivalent experience in building construction, with at least four (4) years as a supervisor or administrator of construction projects.
- Education in Architecture, Engineering, Construction, or a related field may substitute for experience on a year‑for‑year basis.
- Professional Engineer or Architect License.
- Assists in the supervision of daily CFMO operations, oversees all administrative and personnel issues, including hiring and ensuring compliance with state or federal rules, and develops policies, procedures, and training for all personnel within the Directorate.
- Manages the planning, design, and review of architectural/engineering projects, coordinates site inspections, and reviews, approves, or disapproves architect/engineer’s and construction contractor’s pay requests for compliance with contractual conditions and actual work completed.
- Develops policies and procedures for proper space utilization, includes site selection, leased space acquisition, renovation and construction functions, coordinates financial arrangements, contracts, and rental agreements in accordance with state and National Guard Bureau criteria, and supervises the development of procedures and plans for a complete real property inventory of all Florida Army National Guard facilities.
- Manages the preparation of construction budget requirements for state and federal projects for new construction and major maintenance and repair of existing facilities statewide, reviews justification for initial and supplement requests for federal and state funds.
- Participates in design‑build presentations and contractor selection, selects professional consultant services, negotiates and reviews design and contractor claims, and works with attorneys to resolve legal claims/disputes.
- Ensures risk assessments are conducted throughout the CFMO Directorate.
- Knowledge of the principles, techniques, materials, and equipment used in building construction.
- Knowledge of engineering design, construction, production, and operations.
