THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a HUMAN RESOURCES SPECIALIST (RECRUITMENT & PLACEMENT)(TITLE
5), Position Description Number GS07-T0057000 & GS09-T5042P01 and is part of the FL HRO, National Guard.

This position is in the Excepted Service "under the authority of Title 5, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)", and is open to current on-board (Tenure 1, 2 and
3) US Federal employees interested in helping the Department of the Army meet our mission requirements as a Human Resources Specialist (Recruitment/Placement & Compensation). PCS:
Permanent Change of Station (PCS) costs, MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. Recruitment / Relocation:

This position is "excluded" and ineligible for labor organization representation.

Must have at least one year of specialized experiences at the GS-05 level or the equivalent which provides knowledge and/or experience in the private or public sector that involved the administering, delivering, maintaining, advising, and of adapting recruitment and placement concepts, principles, and theories of Human Resources to federal staffing organizational, management, and mission requirements.

Must have at least one year experience at the GS-07 level, in the normal line of progression through federal service or equivalent experience in the private or public sector that involved the administering, delivering, maintaining, advising, and of adapting recruitment and placement concepts, principles, and theories of Human Resources to federal staffing organizational, management, and mission requirements.

This position is being advertised using multiple level recruitment to allow for consideration of applicants with the basic skills necessary to develop to the full journeyman level of the position. If a less than fully qualified applicant is selected, incumbent may be trained and developed until proficiency is gained to full journeyman level. If less than fully qualified individual is selected for this position, the position has potential to Grade 09.

The purpose of this position is to provide on-the-job experience for the purpose of qualifying for the target grade level described in the position description. Work assignments are selected to provide training and experience in this occupation. The incumbent is required to obtain increased knowledge and skill in the duties of the position at the target grade level. Promotion to the full journeyman level position is not automatic with the completion of the time in grade requirements, but rather it is contingent upon the assignments and performance of full journeyman level duties on a regular and recurring basis.
