St. Johns County Board of County Commissioners is seeking a Transit Grants Specialist for our well-established Growth Management Department-Transportation Division whose headquarters are located in beautiful St. Augustine, Florida.
St. Johns County is the recipient of public transportation funding from federal, state, and local sources. The St. Johns County Growth Management Department coordinates with the County's Transit provider to ensure compliance with state and federal regulations as it pertains to grant funding that support public transportation services. The Transit Grants Specialist serves as the primary point of contact for all transit related needs.

ESSENTIAL RESPONSIBILITIES
* Prepares and submits federal and state grant applications for public transportation assistance.
* Monitors all invoicing of federal and state funds submitted by transportation providers.
* Manages the procurement of goods and services through Federal Transit Administration grants.
* Collects and maintains data required for reporting and oversight of public transportation funding.
* Prepares and submits annual and monthly reports to the National Transit Database on public transportation funding used by the county.
* Prepares and submits quarterly reports to the FTA on the status of all FTA grants.
* Coordinates with federal, state and local agencies on issues related to public transportation funding.
* Prepares agenda items relating to public transportation.
* Prepares and monitors contracts between the county and the transportation provider.
* Manages and works with consultants in the development and submission of annual Transit Development Plans.
* Prepares and submits Title VI and Disadvantaged Business Enterprise reports to FTA.
* Conducts and documents the annual inventory of FTA purchases assets.
* Reviews large development plans to make comments relating to public transportation.
* Maintains a full-time presence on the job.
* Performs other duties as assigned.
ESSENTIAL REQUIREMENTS
* Bachelor's Degree from an accredited college or university in a related course of study to the occupational field.
* Sufficient experience to understand the basic principles relevant to the major duties of the position, associated with the completion of an apprenticeship/ internship or having had a similar position for one to two years.
* Must possess and maintain a valid Florida driver's license and any other endorsements necessary to legally operate vehicles used while assigned to this position.
* Must possess good interpersonal and communication skills to serve others.
* Must be able to comprehend, speak and write the English language.
* Must be able to operate a computer.
ESSENTIAL SKILLS
* Knowledge of Federal Transit Administration guidelines and procedures.
* Knowledge of the Land Development Code.
* Knowledge of grant administration principles.
* Knowledge of computers and job-related software programs.
* Skill in the analysis of problems and the development and implementation of solutions.
* Skill in the preparation of clear and precise administrative reports.
* Skill in oral and written communication.
ENVIRONMENTAL DEMANDS
* Working Conditions may include some exposure to environmental changes (e.g., outdoor weather and/or field conditions, warehouses, garages, etc.), extreme noises, odors, heights and/or dust.
* Physical Activity may include sitting, walking, lifting heavy objects up to 25lbs, kneeling, crouching, reaching, or standing.

$54,870.40 -$73,278.40
