The purpose of this position is to inspect residential property for compliance with building codes, property maintenance codes, zoning codes and city ordinances. The focus is on Community Development Block Grant (CDBG) low‑to‑moderate‑income target areas and related programs such as the Home Improvement Program and the Home ownership Assistance Program.
Essential Duties and Responsibilities- Perform rental and building inspections on new and existing structures for ADA requirements, zoning codes, ICC property maintenance codes, ICC building codes, and city ordinances.
- Inform and advise the public, contractors, property owners, architects, engineers, developers, and others regarding inspection activities, rental requirements, violation correction procedures, building standards, codes, and zoning matters.
- Verify and document code violations; notify builders, contractors, homeowners, and tenants; and perform follow‑up inspections for corrected violations.
- Receive and respond to code violation complaints; maintain records of inspection activity; and coordinate inspection functions with other City departments and agencies.
- Perform rental occupancy inspections and assist with HUD monitoring and CDBG regulatory compliance.
- Perform inspections under the Home Improvement Loan Program, handle bidding processes, estimate project repairs, and work with contractors.
- Conduct property inspections for the First Time Homebuyer Program.
- Issue summons for court and provide public service referrals.
- Vocational or technical training in building codes, zoning codes, property maintenance enforcement, building inspections, building trades, or a related area.
- Three years of general building construction or related experience.
- ICC Residential Inspector and Property Maintenance certification required within 1 year of hire.
- Experience with CDBG and knowledge of Fair Housing laws and environmental impacts preferred.
- Basic knowledge of residential construction, including mechanical, electrical, and plumbing systems.
- A valid driver’s license.
- Any combination of education and experience that provides equivalent knowledge, skills, and abilities.
- Ability to work under moderately safe and comfortable conditions where exposure to construction site environmental factors—such as temperature variations, toxic agents, noise, machinery, wetness, electrical currents, irate individuals, and dust—may cause some discomfort and where there is a risk of injury.
