Hiring Incentive Program: The incentive shall be in the amount of $1,500.00, paid if funds are available, by the appointing department. Not available to current City employees.

Incumbents perform field work for responding to customer complaints and inquiries regarding underground Water and Traffic Division utility lines. Duties include searching for, identifying and labeling underground public mains, electrical wires, conduits, and fiber optic cables owned by the City, and responding to emergency locate requests.

Essential Functions and Responsibilities
  • Respond to customer complaints and inquiries.
  • Respond to emergencies.
  • Contact dispatcher, contractors, and/or private service line owners to clarify requests; notify of needed repair work, if applicable.
  • Locate underground utilities in the field, identify and mark service lines, complete necessary paperwork.
  • Utilize utility line detection equipment; use maps and plats to locate utility mains and other facilities.
  • Inspect and operate private service lines.
  • Perform surveys and maintenance on public utility mains; complete seasonal maintenance.
Water
  • Locate underground water leaks through the use of an electronic leak detector.
  • Locate water mains, services, valve boxes, etc. for the Water Division crews, contractors, and customers using electronic locators.
  • Make leak inspections inside residential and commercial buildings.
  • Shut off water service to residential and commercial buildings.
  • Conduct pressure and flow investigations in residential and commercial buildings.
  • Inspect and flush fire hydrants.
  • Inspect valve boxes and meter boxes.
  • Conduct fire hydrant flow tests.
Traffic
  • The utilities include electrical circuits ranging in voltages from 120 volts to 2400 volts and fiber optic circuits.
  • Read and process electronic work requests.
  • Identify live electricity and work around live electricity.
  • Read and interrupt mapping and branch circuits diagrams.
  • Work in all weather climates and walk long distances while accurately marking underground utilities.
  • Accurately record work with digital pictures and upload to servers.
  • Work with minimal supervision to accomplish work requests.

    Ability to process, calculate, compute, summate, and tabulate data and information.

    Exercise judgment, decisiveness, and creativity in evaluating information against measurable criteria.
  • Environmental Factors:
    Tasks may expose to adverse conditions such as dirt, dust, pollen, odors, wetness, humidity, rain, temperature extremes, noise, machinery vibrations, electric currents, traffic hazards, animals, chemicals, irate individuals.
  • Physical Requirements:

    Lift, carry, push, pull 20 to 50 pounds; climb, balance, stoop, kneel, crouch, crawl for inspections.
  • Sensory Requirements:
    Recognize colors, shapes, sounds and odors related to job tasks and materials.
Qualifications

Two years of experience locating water mains and/or underground water, electric or gas utility lines;
OR two years of experience in construction that includes using utility line detection equipment to locate utility mains and/or service lines;
OR an equivalent combination of training and experience.

License

Must possess and maintain a valid driver's license while employed by the City of St. Louis. Must possess a valid driver's license at the time of filing application and be able to present it upon request. Only qualified applicants who provide proof of a valid driver’s license will be considered for this position.
