ASSISTANT SUPERINTENDENT - JUVENILE JUSTICE CENTER

This is a full-time position with the St. Charles County Family Court - Juvenile Division (11th Judicial Circuit). This is a county-paid position supervising the 2nd shift in Detention (1:00PM to 9:00PM). Evening hours will be required. This position shares on-call duties with the Superintendent of Detention.

Starting Salary: $61,560.61 per year (with benefits)

Job Description

The purpose of this position is to assist with the day-to-day operation of managing and maintaining the Juvenile Justice Center in St Charles County, which is a 24‑hour facility that works in conjunction with Court Services, police departments in Charles County and City, and any other service providers under the Juvenile Justice umbrella. The Assistant Superintendent will be required to operate and maintain the Juvenile Justice Center in the Superintendent’s stead and direct the activities and performance of the Juvenile Office staff assigned to the Detention Center.

This position will be under the direct supervision of the Superintendent, while working under the direction of the Family Court Administrator.

  • Supervises and directs the activities of the personnel assigned to the Center.
  • Purchases supplies necessary for the day-to-day operation of the Center.
  • Ensures that new personnel are properly oriented and trained in the operation of the Center in accordance with policy and procedures. Conducts new employee orientation.
  • Provides guidance as appropriate/direction as necessary to personnel in the day-to-day operation of the Center.
  • Schedules work roster and approves/makes modifications as necessary.
  • Reviews time sheets and approves all overtime in accordance with Court policy/practice and Fair Labor Standards Act.
  • Monitors resident files to ensure accuracy of information recorded therein.
  • Enter/corrects data in the juvenile automated tracking system.
  • Processes grievances filed by residents and initiates action consistent with determination(s) made.
  • Makes recommendations for training. Facilitates and schedules personnel for training.
  • Coordinates detention and related needs of juveniles held for other jurisdictions.
  • Trains personnel in interview practice and procedures in accordance with Court policy and procedures and interpretation of charge codes.
  • Assists in the screening and selection of personnel for assignment to the Detention Center.
  • Disciplines personnel under immediate direction as appropriate/necessary by counseling or written reprimand. Makes recommendation to Superintendent and/or the Family Court Administrator for any additional disciplinary steps, including re‑training that might be appropriate.
  • Reviews Detention Intake Paperwork, including interview summaries, F‑11s, Probable Cause Statements, Juvenile Detention Assessment Instrument (JDTA), and provides guidance as appropriate/direction as necessary to personnel under immediate direction.
  • Schedules/facilitates transports of juveniles in custody.
  • Makes recommendations to the Family Court Administrator for the efficient and effective operation of the Center.
  • Responds to inquiries from parents, lawyers, others, e.g. school officials as necessary.
  • In the absence of a fellow supervisor and the Family Court Administrator, provides guidance as appropriate/direction as necessary to staff in other Units of Court Services.
  • Serves as the Court's representative on such state, regional and/or local committee(s) as assigned by the Family Court Administrator.
  • Collates data quarterly reflecting the services provided by the Juvenile Justice Center.
  • Assists with annual performance appraisals for full-time employees.
  • Inspects Detention Center regularly and makes requests for maintenance as necessary.
  • Primarily works second shift (afternoon to evening hours). Works on-call and is available for contact from staff members at the Center after hours.
  • Performs other duties as assigned.
