QUALIFICATIONSRequired
- Associate's degree in business, accounting, finance, or related field (experience may be substituted for education)
- Minimum of five years of experience in payroll administration
- Thorough knowledge of applicable federal, state, and local laws and regulations governing payroll procedures, methods, and practices
- Proficiency in Microsoft Excel and Word
- Skyward software experience
- Previous school district experience
- Previous supervisory experience
- Bachelor's degree in accounting, finance, or related field
Under the direction of the Controller, the Payroll Supervisor is responsible for ensuring accurate and timely processing of payroll for all district employees and ensuring compliance with applicable laws and regulations.
ESSENTIAL DUTIES- Supervise and coordinate all aspects of the payroll process ensuring compliance with state and federal laws, district collective bargaining agreements, policies, and regulations
- Work closely with the human resources department to ensure all employee information has been set up in the payroll system correctly
- Creates, balances, and uploads biweekly and annual retirement reports for TRA and PERA
- Completes year-end payroll reporting functions including W2 statements ensuring accuracy and accountability
- Prepares and files quarterly state and federal payroll tax returns
- Resolves questions and concerns on payroll related matters from employees and outside agencies
- Works collaboratively with human resources department staff to calculate payroll changes related to lane changes, leaves of absences, workers compensation claims, or other similar payroll changes
- Responsible for implementing payroll related IRS regulations and changes
- Ensures compliance with child support agencies, Internal Revenue Services, and courts regarding payroll wage assignments and levies
- Monitors schedules, and prepares withholding requirements for wage garnishments, attachments, and levies
- Calculates retro payments to employees after contract settlements are complete
- Works closely with the benefits staff to maintain appropriate records and ensure benefit deductions accurate
- Recommends contract language changes that directly impact payroll procedures and methods
- Recommends and implements improvements and enhancements to payroll systems and processes
- Coordinates with other stakeholders to ensure all human resource functions from hiring, retirement, resignations, lane changes and leaves flow in a timely manner to the payroll department for processing
- Maintains the confidentiality of privileged information and complies with all requirements of the Minnesota Government Data Practices Act
- Organizes and manages a functional filing system that ensures the safe retention and efficient retrieval of office records in accordance with established state and federal laws
- Other duties as assigned
