Position: CAPITAL CONSTRUCTION MANAGER

Capital Construction Manager

Capital Construction Manager $94,/year. Individuals hired in this position have the opportunity to progress up to $141,175/year, which is the maximum salary for this position as of December 2025. Benefits:
Full City Benefits Package. The City of St. George covers 100% of the premiums for the High Deductible health plan for full-time employees and their qualified dependents. New hires also receive 2 weeks of vacation time during their first year of employment. Position Summary Under the general direction of the Assistant City Manager, manages the planning, design, procurement, construction, and closeout of the City's major vertical capital construction projects, including new municipal facilities, major building additions, and significant building renovations.

Serves as the City's owner's representative throughout all phases of project delivery to ensure projects are completed safely, on schedule, within budget, and in accordance with City objectives. This position serves as the City's primary construction management resource and works collaboratively with City departments, architects, engineers, contractors, consultants, and regulatory agencies to successfully deliver municipal facilities. Responsibilities include project management, contract administration, construction oversight, value engineering, cost control, schedule management, quality assurance, and coordination of project stakeholders.

The position plays a key role in protecting taxpayer investments by providing disciplined project oversight, maximizing project value through value engineering, maintaining effective budget and schedule control, minimizing unnecessary change orders, and helping ensure completed facilities provide long-term functionality, quality, and operational effectiveness for the departments they serve.

  • Serves as the City's owner's representative for major vertical capital construction projects, including new municipal facilities, major building additions, adaptive reuse projects, and significant building renovations from project planning through project closeout.
  • Works collaboratively with affected City departments to develop project scopes, operational requirements, budgets, schedules, and project objectives while coordinating architects, engineers, contractors, consultants, utility providers, and regulatory agencies throughout project delivery.
  • Reviews and manages project designs, plans, specifications, construction methods, material selections, building systems, and cost estimates to identify opportunities for value engineering, improved constructability, enhanced project quality, reduced lifecycle costs, minimized change orders, and maximum value for taxpayer investment.
  • Coordinates consultant selection and procurement processes, including Requests for Qualifications (RFQs), Requests for Proposals (RFPs), contract negotiations, contract administration, Requests for Information (RFIs), submittals, pay applications, change orders, claims, project documentation, and project closeout.
  • Conducts regular construction site visits to monitor contractor performance, project progress, workmanship, safety practices, compliance with contract documents, quality standards, approved construction schedules, and budget performance while proactively identifying issues before they result in costly delays or change orders.
  • Coordinates stakeholder meetings, design meetings, pre-construction conferences, construction progress meetings, project inspections, and project closeout activities while serving as the primary liaison between project stakeholders and ensuring the operational needs of affected City departments are incorporated throughout the design and construction process.
  • Monitors and manages project budgets, schedules, contingency funds, cost controls, and project reporting while identifying project risks, evaluating change order requests, minimizing unnecessary project costs, and recommending corrective actions necessary to maintain project objectives and protect taxpayer resources.
  • Provides technical guidance regarding construction materials, building systems, estimating, scheduling, constructability, and project delivery methods to support informed project decisions and successful project outcomes.
  • Prepares reports, presentations, recommendations, executive updates, and City Council agenda materials regarding project status, contract awards, budget amendments, change orders, and other capital construction matters.
