2013H-Fundamentals of Health Economics and Policy

Course Description

This graduate‑level course will draw on key concepts from health economics, international health system financing, health system performance and quality improvement, and policy studies to equip you with a foundation of knowledge in health systems and policy. You will use a combination of independent and guided reading, as well as problem‑solving seminars to apply your lecture learning to the Ontario context.

Students will be able to critically think about economic aspects of health systems issues, and the policy process in the health sector.

Objectives
  • An understanding of why the competitive market model fails health care
  • An overview of the different ways of financing health systems, and funding providers
  • An understanding of why quality improvement has garnered such attention
  • An appreciation for the challenges of measuring health system performance
  • A grasp of the health policy process
Course Details

Class schedule:
Modular sessions 9am‑4pm on Thursdays between June 4 and June 25, 2026

Qualifications
  • An MD or PhD with a Doctorate or master’s level education with extensive experience in Health policy, Healthcare Management, Health Economics, Business Management, Business Administration, or a related discipline.
  • A robust knowledge of Canada’s health policy, including key stakeholders, policies, regulations, and emerging trends.
  • Knowledge of the different ways of financing health systems, funding providers and measuring health system performance.
  • Past teaching experience preferably at the graduate level and the ability to create an inclusive learning environment.
  • Familiarity with modern teaching methods and active learning techniques to promote student engagement and practical application of concepts.
  • Ability to design a curriculum that blends theoretical frameworks with real‑world case studies, promoting actionable insights and critical analysis.
Duties
  • Course instructor for a professional graduate course using competency‑based learning and assessment methods.
  • Must be accessible to students outside of classroom hours.
  • Available evenings and weekends.
