Public Budget Committee Member - Meadowview District

Position Title:

Member of the Meadowview Service District Budget Committee Department or Program Overview:
The Meadowview Service District (SDL-1), Warren, Oregon, including its budget committee, is created and governed by the Columbia County Board of Commissioners in St. Helens, Oregon. Its creation was formalized through a Resolution and Order entered into in January 1971 for the financing and construction of street lighting works in partnership with Portland General Electric (PGE). On June 30, 2006, the Meadowview Service District entered into an intergovernmental agreement (IGA) with Columbia River People's Utility District (CRPUD) to transfer the District to CRPUD Rate Schedule 60, which includes a rate that is priced based on the cost of providing electrical energy to the street light fixtures, but does not include an allowance for recovery of capital or maintenance.

The Columbia County Board of Commissioners hold public budget meetings for the district.

The Committee shall consist of three members appointed by the Board of County Commissioners (the Board). Appointments are staggered to ensure continuity. Terms are for 2 years.

Meeting Schedule and

Location:

Annually at the John Gumm Building or other designated location.

General Statement of Duties:

Members shall adhere to membership requirements.

Members shall attend regular meetings.

Members shall adhere to all state laws, rules, and regulations regarding conflict of interest and rules of ethics for public officials.

The committee shall adopt and adhere to policies and procedures which shall not be inconsistent with the Ordinance or applicable laws, rules or regulations.

The committee will review and approve the annual budget and approve the tax rate as recommended by the Finance Department.

Qualifications:

Applicants must live in the Meadowview Service District in Warren, Oregon.

Reports To:

The Finance Director is appointed to manage and staff the committee and act as liaison between the committee and the Board.
