Job Title and Location

Analyst2 – Columbia County Circuit Court, Saint Helens, Oregon. Position Type:

Responsibilities
  • Provide confidential administrative and analytical support to court leadership related to court policies, procedures, programs, and internal operations.
  • Serve as a subject‑matter expert for court case‑management systems: give guidance, troubleshooting support, and best‑practice recommendations to court staff.
  • Gather data on complex court‑program operations, analyze results, compile reports, and present findings.
  • Design and implement tools, reports, and processes to monitor data quality; develop job aids and resources that promote accurate and consistent data entry.
  • Update policies, procedures, desk manuals, the court’s public‑facing website, and the internal SharePoint page.
  • Develop training materials and facilitate training sessions on operational procedures, technology, and workflow changes.
  • Attend management meetings and participate in strategic planning as a member of the court’s management team.
  • Analyze proposed changes to policies, procedures, and legislation that could impact the court and help implement required changes.
  • Work on special projects assigned by the Trial Court Administrator (TCA).
  • Collaborate with the TCA, judges, court staff, attorneys, vendors, and agencies.
  • Assist the TCA and Presiding Judge with community outreach and engagement by coordinating meetings, preparing agendas, meeting materials, and follow‑up documentation.
  • Serve as the pretrial analyst and liaison with OJD’s Office of the State Court Administrator pretrial team, oversee the court’s pretrial release program, identify operational issues, recommend changes, and help implement improvements.
  • Develop pretrial program reports and dashboards, analyze program data, and create documentation.
  • Facilitate training sessions for court staff related to the pretrial program.
  • Monitor state and national pretrial program trends and best practices.
  • Update various court forms and documents to ensure accuracy, accessibility, and compliance with style and formatting standards; propose revisions and provide guidance.
  • Assigned tasks may be modified to accommodate workload and organizational needs.
Minimum Qualifications
  • Bachelor’s degree in business, court administration, public administration, or a related field.
  • At least two (2) years of increasingly responsible professional‑level experience, or an equivalent combination of education and experience totaling six (6) years.
Requested Skills & Attributes
  • Proficiency using a computer for data management, research, analysis, and presentation of findings.
  • Experience writing reports and documents that explain complex rules or policies and provide analysis and recommendations.
  • Experience adapting or developing rules, policies, procedures, forms, and best practices.
  • Experience maintaining accuracy and meeting deadlines despite frequent interruptions.
  • Experience developing educational materials and delivering instruction to adult learners.
  • Skill in public speaking and making presentations to groups of various sizes.

Working Conditions
  • Full‑time; 8:00 a.m. to 5:00 p.m., Monday through Friday.

  • Frequent phone and in‑person contact with people from diverse backgrounds, including those facing stressful or traumatic situations.
  • Daily data entry and handling of confidential documents.
  • Extended periods of sitting or standing; frequent walking and stairs.
  • Occasional lifting of loads that weigh less than twenty pounds.
  • Use of telephone, computer with multiple monitors, copy machine, fax machine, and scanner.
