Oversees project and construction management of CIP (Capital Improvements Projects) and Parks Tax Projects as well as other departmental projects throughout the City of Saint Joseph. Work involves administrative and technical assistance to the Chief Project Manager.

• Supervises, manages, and coordinates projects in the General Services division. Assists other Engineering/Project Management employees with projects and technical specification writing.
• Assumes delegated responsibilities of the Chief Project Manager during periods of absence, including project oversight, staff coordination, issue resolution, and communication with internal and external stakeholders.
• Plans and supervises training programs for less experienced staff in project management systems and procedures.
• Meets with Engineering/Project Management staff and other departments to provide project advice and research data and information as needed.
• Provides periodic updates regarding status of projects to senior management and project stakeholders.
• Maintains external citizen and interdepartmental relationships to ensure collaborative project delivery and stakeholder satisfaction.
• Plans for future projects and estimates all costs associated with projects, including design, land acquisition and construction. Prepares and monitors schedules for all projects.
• Manages project resources appropriately for more complex, large‑scale projects and demonstrates the ability to account for resources allocated to assigned projects.
• Works with Procurement and other internal staff in the solicitation, evaluation, award and administration of contracts of various types.
• Evaluates, recommends, and negotiates contracts for outside professional services, both engineering and architectural. Reviews work in progress and upon completion and recommends payment.
• Identifies risks, develops mitigation strategies, and resolves matters with stakeholders for all levels and phases of projects. Escalates issues when necessary.
• Conducts trips to the field to inspect construction on city contracts, commercial development projects, drainage problems and to handle citizen concerns.
• Engages operations, subject matter experts and licensed professionals as appropriate to ensure projects meet professional standards, budgetary and regulatory requirements.
• Reviews plans submitted by other professionals for sanitary sewers, subdivisions and storm‑water appurtenances. Prepares, maintains and updates City standards for construction and infrastructure development.
• Responds to citizen concerns.

Performs all other related duties as assigned.

• A minimum of four years of experience in Project Management and two years of college focusing on civil engineering design, construction, or project management.
• Valid driver's license required.
• Comprehensive knowledge of the principles and practices of operations, as applied to project management activities and projects within a city environment.
• Skill in public relations.
• Ability to communicate effectively both orally and in writing.
• Must develop a general knowledge of City Code of Ordinances, State and Federal laws and regulations pertaining to general project operations within six months from date of employment.

Uses a wide range of materials and office equipment such as a computer with various software applications, printers, and copiers. Also uses a wide range of tools when conducting inspections on city contracts. There may be times when use of a personal vehicle may be required.

Work is mainly performed in an office setting with a controlled environment. Required to perform field visits in a wide range of weather conditions. Must be able to routinely lift objects weighing up to thirty pounds, occasionally lift objects weighing fifty or more pounds with assistance. Some overnight or day travel may be required for business purposes. Vacation and other leave scheduling shall be requested of and approved by the appropriate supervisor.

Associate’s Degree in civil engineering or related field required.

Bachelor’s Degree in civil engineering or related field preferred.
