Job Description Essential Functions
  • Manage or assist in managing the daily operational activities of a major wastewater treatment plant or a number of smaller wastewater treatment plants; control quality of wastewater discharges and wastewater treatment processes.
  • Responsible for regulatory permit compliance and interaction with the regulatory agencies.
  • Directs, develops and motivates staff to meet objectives that assist in achieving the District’s strategic business plan; assist with the planning, staffing and organizing the operational activities and functions of a wastewater treatment plant.
  • Assign and supervise the work of personnel; help manage employee performance against operational and maintenance goals.
  • Work to maintain a safe work environment to assure compliance with the District’s Health & Safety programs.
  • Supervise planning and scheduling and developing a long range maintenance schedule.
  • Work with Engineering Department to plan and initiate projects to maintain, upgrade, and improve facilities; develop preventive and corrective maintenance programs.
  • Work with consultants and contractors on design and construction projects.
  • Interact with public by addressing concerns and complaints; budget preparation and monitor budget throughout the fiscal year.
  • Maintain records and prepare reports.
  • Assist in establishing and administering District policies.
  • Train and/or supervise training program for personnel.
  • Requisition parts and supplies and other material necessary for operations and maintenance.
Additional Responsibilities
  • Perform related work as required or delegated by supervisor.
Training & Experience
  • Graduation from an accredited college or university with Bachelor's of Science in engineering or related degree.
  • Four years of progressively responsible experience in the operation and maintenance of a wastewater treatment plant with a Professional Engineering license preferred.
Desirable Knowledge, Skills, & Abilities
  • Thorough knowledge of the chemical, physical and biological processes involved in the treatment of wastewater.
  • Thorough knowledge of the machinery, equipment, materials and operating practices of a modern wastewater treatment plant.
  • Considerable knowledge of hydraulics and physics.
  • Considerable knowledge of policies and procedures for operating, monitoring and evaluating departmental activities.
  • Considerable skill in planning and supervising the work of others.
  • Considerable skill in maintaining a safe work environment while complying with established safety standards.
  • Considerable skill in managing/coordinating work with contractors and vendors.
  • Skill in conducting research and performing investigations.
  • Considerable skill in forming and maintaining effective working relationships with governmental and industrial officials.
  • Considerable skill in keeping records and preparing reports.
Special Requirement
  • Must possess valid driver's license issued by the state in which the employee resides.
  • Pursuant to MSD's "Substance Abuse Policy and Procedures", this position has been designated as safety sensitive, and candidate must pass a Non-D.O.T. Drug Test for this position. Employees occupying this position are not subject to Federal (D.O.T.) Drug and Alcohol Testing Regulations.
