Job Summary

Assists in the daily operations of the Industrial Pretreatment Program (IPP) and the Municipal Separate Storm Sewer System (MS4) Program. Coordinates with the Technical Services Manager on Regulatory Issues at the Local, State, and Federal level. Assists with the supervision of the Environmental Compliance Technician.

Essential Duties and Responsibilities
  • Assists the Technical Services Manager in the responsibility for collection, reporting and coordination of Environmental Compliance for the Water Protection Division.
  • Conducts inspections for industries that are Significant Industrial Users (SIU) of the Publicly Owned Treatment Works (POTW) and coordinates staff activities for the administration of the IPP.
  • Assists in the staff support and coordination of environmental issues including Fats, Oil, & Grease (FOG), Capacity Management, Operations, and Maintenance (CMOM), the Clean Water Act and related laws and regulations at the local, state and federal level.
  • Maintains and reviews paper and electronic records of the Pretreatment program.
  • Assists in completion of the annual Combined Sewer Overflow report.
  • Assists in the completion of the annual Pretreatment report.
  • Assists in the review of pollutant test results, notification to industries of violations, and investigations of violations.
  • Assists in the administration of enforcement actions to SIUs for noncompliance with permit and ordinance requirements.
  • Assists in the administration of all aspects of the City’s Municipal Separate Sewer System (MS4) Program plan including completion of the MS4 Program Annual Report.
  • Conducts inspections and investigations of illicit discharges to the City’s MS4 and Combined Sewer System.
  • Conducts training on Stormwater Best Management Practices (BMP) to municipal personnel.
  • Participates in public meetings and presentations related to the MS4 Program.
  • Remains on call after hours for emergencies.
Other Duties and Responsibilities

Collects wastewater, stormwater, stream, illicit discharge, and other environmental samples as necessary.

Performs all other related duties as assigned.

Required (Essential) Knowledge,

Skills and Abilities
  • Skills in effective communications and public speaking.
  • Solid working knowledge of Microsoft Word, Excel and Outlook.
  • General knowledge of the federal Clean Water Act and the programs required under it, including but not limited to NPDES Wastewater and Industrial Stormwater, Industrial Pretreatment, and MS4.
  • Knowledge of water quality, water chemistry, and associated laboratory methods.
  • One to two years of environmental regulatory experience preferred.
  • Ability to analyze large amounts of data.
  • Ability to maintain a professional composure in confrontational situations.
  • Skills in detailed record keeping and proper sample collection required.
  • Must have a valid driver’s license.
  • Must obtain a Missouri “D” level Wastewater Treatment license within one year of hiring.
  • Ability to understand and apply the Code of Federal Regulations, Missouri Code of State Regulations, and Revised Statutes of Missouri pertaining to all aspects of water quality and pollution.
Material and Equipment Directly Used

Must be able to operate a vehicle, personal computer, telephone, and camera. Must be able to quickly attain proficiency with automated composite sampling equipment and hand-held analytical meters. There may be times when the use of personal vehicle may be required.
