Incumbents in this position are responsible for performing audits and fiscal monitoring of City departments and sub-contractors to ensure responsibility and accountability for City funds/assets.
Essential Functions and Responsibilities- Performs analytical procedures of current and prior years’ revenues, expenditures and budget to develop audit programs and plans.
- Coordinates due dates and budgets for assigned tasks; ensures completion of projects by predetermined due dates or revises audit plan, if necessary.
- Assesses business and operations risks for major processes; determines effectiveness of management policies or procedures; assesses proposals for cost avoidance.
- Meets with clients prior to audit to discuss expectations, concerns, and performance measures; meets with client post-audit to discuss audit recommendations.
- Performs audit tests of cost representations, accounting systems and records, internal controls, policies, performance measures and other management information pertinent to the audit. Develops advisory reports of audit findings and recommendations; prepares an ongoing audit program for clients to achieve audit objectives.
- Resolves conflict in the field while attempting to collect all necessary information.
- Performs other duties as assigned.
Skills and Abilities
- Data utilization:
Ability to perform mid-level data analysis including audit, deduce, assess, conclude and appraise; discretion to reference established criteria. - Human interaction:
Ability to persuade, convince, influence, train and monitor; ability to act as a lead person. - Equipment, Machinery, Tools and Materials Use:
Ability to operate, maneuver and provide adjustments on equipment such as a personal computer, calculator. - Verbal aptitude:
Ability to utilize a variety of reference and advisory data such as operational reports, contracts, bank statements, budgets, procedures. - Mathematical aptitude:
Ability to perform arithmetic operations and interpret descriptive statistics. - Functional reasoning:
Ability to apply principles of influence systems such as supervision, managing, leading, teaching, directing, planning, coordinating and controlling; exercise independent judgment to develop approaches for problem resolution. - Situational reasoning:
Ability to exercise judgment, decisiveness and creativity in evaluating information against subjective or measurable criteria. - Environmental factors:
Work normally performed in an office environment; exposure to irate individuals poses very limited risk. - Physical requirements:
Light physical effort, may involve lifting, carrying objects weighing 5–10 pounds; extended periods at a keyboard. - Sensory requirements:
Ability to recognize differences between characteristics of colors, shapes and sounds to determine processes from diagrams.
A Bachelor’s degree in Accounting, Finance, or a Business degree with a minimum of 30 credit hours in Accounting.
Preferences: Professional Auditing experience.
