Essential Functions and Responsibilities:

  • Analyze submitted applications for completeness; verify corporate certificates, operating agreements, professional licenses, work history, outstanding loans, proof of insurance and related documents; determine if the firm meets eligibility requirements according to federal guidelines.
  • Ensure contracts are properly and legally executed; review contracts for compliance with insurance, bonding, licenses, taxes and related areas; confer with legal department on documentation questions.
  • Monitor program participants/recipients to ensure quality service is rendered and assess additional needs.
  • Monitor operations of program to ensure compliance with stipulations of grants.
  • Document problems with vendors, sites and programs; report emergencies and work to resolve problems; conduct site visits to job sites or business offices to assess qualifications and compliance.
  • Compile a profile of applicants by preparing a site visit report, business profile, and recommendation for approval or denial.
  • Maintain files and database of DBE certified firms; maintain files of projects in progress.
  • Prepare and issue DBE certification/recertification and denial letters to firms; prepare and issue reports to be distributed to various airport and city departments.
  • Organize and conduct DBE certification workshops to assist potential applicants with the process; maintain records for contract compliance and reporting requirements.
  • Maintain data such as meeting attendance, lists of subcontractors, inspection reports and related; analyze data and submit in report form.
  • Review and process reports for accuracy; review reimbursement requests; gather and organize data as requested.
  • Coordinate and/or attend meetings as a city representative; arrange meeting place, create and send notification, and prepare agenda; conduct bid meetings.
  • May provide office support on grants.

Knowledge, Skills, and Abilities:

  • Data Utilization:
    Perform mid‑level data analysis, audit, deduce, assess, conclude and appraise; determine and reference established criteria to define consequences and develop alternatives.
  • Verbal Aptitude:
    Utilize a variety of advisory data and information such as activity and attendance reports, income eligibility forms, guidelines and non‑routine correspondence.
  • Mathematical Aptitude:
    Perform addition, subtraction, multiplication, division; calculate percentages and decimals.
  • Functional Reasoning:
    Apply principles of rational systems; interpret written, oral, diagrammatic or schedule instructions; exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.
  • Environmental Factors:
    Work is normally performed in an office environment under generally safe and comfortable conditions where exposure to disease and irate individuals poses a very limited risk of injury.
  • Physical Requirements:

    Tasks involve light effort in sedentary to light work; may involve lifting, carrying, pushing and pulling objects weighing five to ten pounds; may involve extended periods at keyboard or workstation.
  • Sensory Requirements:
    Recognize and identify individual characteristics of colors, sounds, tastes, odors and textures associated with job‑related objects, materials and tasks, such as evaluating quality of a facility.

Qualifications:

  • Bachelor’s degree in Public or Business Administration or a related field; plus two years of experience working with grant/contract or purchasing/procurement administration and compliance.
  • Or an equivalent combination of education, training and experience.
