Horner & Shifrin is seeking a Senior Pursuit Specialist to support the firm’s business development and marketing efforts. This role is critical to the success of proposal development and pursuit strategy, ensuring high‑quality, compliant, and compelling submissions for new and existing clients. This position requires 5+ years of experience.

Responsibilities
  • Supports the Capture and/or Pursuit Manager on strategic proposals in developing and maintaining the proposal plan.
  • Review client RFPs, identify tasks, assign responsibilities, and develop and manage adherence to the proposal schedule by the capture team.
  • Manage the proposal development process from start to finish, ensuring timely delivery.
  • Schedule and facilitate proposal review meetings.
  • Coordinate receipt and submission of bidder RFIs to the client and distribution of responses/RFP addenda to the capture team.
  • Communicate and coordinate status, track and report on proposal progress and outcomes to the pursuit manager.
  • Support Business Development/Business Unit Leaders in creating collateral materials for proposals.
  • Assist Pursuit Manager in proposal‑related technical staff training/mentoring.
  • Assist the Pursuit Manager in conducting, coordinating, and monitoring the activities of the department.
  • Work with technical staff to lead, organize, write, and produce responses for sales and business development activities such as Requests for Proposals (RFP), Requests for Qualifications (RFQ), special reports, and presentations.
  • Lead in researching, designing, writing, proofreading, printing, and assembling marketing materials, including proposals, qualifications, project sheets, and resumes, ensuring compliance with all requirements.
  • Develop presentation decks, storyboards, and leave‑behind materials for short‑listed interviews.
  • Work with sales, operations, and accounting teams to gather necessary content for data for proposals.
  • Design and format complex proposals using Adobe InDesign, ensuring clear visual hierarchy, impactful infographics and strict adherence to brand standards.
  • Create and enforce accountability schedules, coordinate inputs from sub‑consultants, and manage final production/digital assembly.
  • Maintain version control and document management throughout the proposal process.
  • Facilitate proposal kick‑off meetings that define expectations.
  • Provide support for the establishment of formats for the production of marketing materials to ensure a consistent corporate brand.
  • Proven capability to lead 2 to 3 complex, overlapping proposal deadlines simultaneously without sacrificing quality.
  • Assists with the development and maintenance of all marketing‑related databases.
  • Update and maintain accurate pursuit data, project win/loss metrics, and boilerplate contact in our CRM systems.
  • Perform other duties as assigned.
Requirements
  • 5–10+ years of experience in A/E/C marketing or proposal coordination preferred.
  • Strong writing, editing, proofreading, and communication skills.
  • Proficiency in Microsoft Office Suite and Adobe Creative Suite (InDesign required).
  • Experience with marketing databases and tools (e.g., Open Asset, Canva, CRM systems).
  • Ability to manage multiple projects and deadlines in a fast‑paced environment.
  • Ability to collaborate effectively and communicate with all levels of the organization.
  • Leadership and mentoring capabilities.
  • Strong analytical and problem‑solving skills.

    High level of professionalism and ability to maintain confidentiality.
  • Ability to work independently and adapt to changing priorities.
  • Willingness to work overtime and travel as needed.
  • Must possess a valid driver’s license.
Educational Requirements

Bachelor’s degree in Communications, Journalism, English, and/or Marketing.

Salary Range

Target salary range for this position is $75,000 - $95,000. Compensation will consider the candidate’s particular knowledge, skills, competencies, experience, and geographic location.
