Estimator – Heavy Civil / Marine Projects Position Overview

We are seeking an experienced Estimator to support the development of capital cost estimates for heavy civil and marine construction projects. In this role, you will analyze design documents, specifications, and proposals to assess risk, scope, and cost impacts, while collaborating with cross-functional teams to produce accurate and competitive estimates.

You will play a key role in building detailed work breakdown structures, performing quantity take-offs, and supporting subcontractor and vendor scope development.

Key Responsibilities
  • Develop detailed capital cost estimates for heavy civil and marine construction projects
  • Review design documents, drawings, specifications, and proposals to assess scope, risk, and cost impacts
  • Prepare project work breakdown structures (WBS) and perform comprehensive quantity take-offs
  • Assist contracts teams in developing statements of work (SOW) for subcontractors and vendors
  • Apply construction means and methods to ensure accurate cost modeling
  • Calculate indirect field costs and owner-related expenses
  • Review and evaluate contractor proposals across multiple procurement types
  • Validate and assess change orders for accuracy and completeness
  • Present capital cost estimates and findings to external clients
  • Maintain organized project documentation, records, and estimate logs
  • Participate in design development meetings and project reviews
Required Qualifications
  • High school diploma or equivalent
  • 10–15 years of experience in construction estimating
  • Experience estimating heavy civil and/or marine projects
  • Proficiency with Microsoft Office (Excel, Word, etc.) and estimating software
  • Strong understanding of construction methods, materials, and cost drivers
  • U.S. Citizenship required
Preferred Qualifications
  • Bachelor’s degree in Engineering, Construction Management, or related field
  • Experience with MCACES (MII – 2nd Generation)
  • Experience with HCSS Heavy Bid
  • Familiarity with alternative delivery procurement methods
  • Understanding of cost, risk, and schedule relationships in construction projects
  • Professional certifications such as:
    • CPE (Certified Professional Estimator)
    • CEP (Certified Estimating Professional)
    • CCP (Certified Cost Professional)
    • PMP (Project Management Professional)
    • CCM (Certified Construction Manager)
