Essential Functions and Responsibilities
  • Responds to new zoning legislation, coordinates and participates in the preparation and analysis of new planning, difficult planning problems and zoning initiatives.
  • Collects, researches and presents information to recommend plans to resolve economic and urban development growth.
  • Analyzes and distributes data regarding planning issues, land use and environmental matters.
  • Conducts plan review for Zoning Code compliance and, as necessary, does on‑site field surveys to collect data related to conditions, land uses and other environmental factors as they pertain to new developments.
  • Evaluates proposals and provides planning recommendations.
  • Provides information and technical assistance regarding planning and zoning matters to the public, city officials, city agencies, developers, landowners and others with an expert-level understanding of the Zoning Code of the City of St. Louis, as well as modern best practices of city planning.
  • Provides in‑house technical expertise of permitting systems and application processes of the Building Division Zoning Section.
  • Participates in planning policy development and legislative working groups.
  • May perform other duties as needed.

  • Data Utilization:
    Requires the ability to perform mid to upper‑level data analysis, including auditing, deducing, assessing, concluding and appraising, with discretion in determining and referencing established criteria.
  • Human Interaction:
    Requires the ability to persuade, convince and provide guidance or interpretation to others on how to apply policies, procedures and standards to specific situations.
  • Equipment, Machinery, Tools and Materials Use:
    Requires capability to operate or adjust equipment such as a motor vehicle, computer, camera, telephone, photocopier, fax machine and related materials.
  • Verbal Aptitude:
    Requires the ability to utilize advisory data and information such as planning reports, maps, building inspection reports, census data, environmental reviews, spreadsheets, financial statements, the federal register, ordinances, statutes, procedures, guidelines and non‑routine correspondence.
  • Mathematical Aptitude:
    Requires the ability to perform basic arithmetic, calculate decimals and percentages, and perform basic to advanced algebra and statistical inference.
  • Functional Reasoning:
    Requires the ability to apply principles of influence systems such as supervising, directing, leading, planning, coordinating and controlling, and to interpret instructions given in written, oral, diagrammatic or schedule form.
  • Situational Reasoning:
    Requires the ability to evaluate information against subjective criteria, exercising judgment, decisiveness and creativity.
  • Environmental Factors:
    Work is normally performed in an office environment under generally safe and comfortable conditions.
  • Physical Requirements:

    Ability to lift, push and pull papers and other office materials up to twenty (20) pounds; ability to bend and twist as needed.
  • Sensory Requirements:
    Ability to recognize and identify similarities or differences between characteristics of shapes and sounds.
Qualifications

Bachelor’s degree in Regional or Urban Planning, Architecture, or a related field; plus two years of professional urban and regional planning experience, or an equivalent combination of education, training and experience.

Preferences
  • One year of project management or supervisory experience in an urban setting.
  • Proficiency with Microsoft Office, GIS, online mapping software and Adobe software.
License

Must possess and maintain a valid driver’s license while employed by the City of St. Louis, and be able to present it upon request.
