Incumbents in this position perform inspections of construction, repair and other projects to ensure compliance with applicable specifications, standards and codes. This position oversees quality assurance and code compliance of City construction projects. Employees in this class may function as lead workers over subordinate staff.
Essential Functions and Responsibilities- Performs inspection of drinking water system and pavement construction.
- Plans/coordinates shutdowns of water mains to accommodate construction projects.
- Manages small projects in the Water Division including small water line repairs/relocations, facilities improvements, and main break pavement restoration program.
- Reviews road and accessibility projects for conflict with existing water systems.
- Assists in system data collection through use of GPS equipment.
- Compiles detailed documentation of project records.
- Data Utilization:
Requires the ability to perform mid-level data analysis including the ability to audit, deduce, assess, conclude and appraise. Requires discretion in determining and referencing such established criteria to define consequences and develop alternatives. - Human Interaction:
Requires the ability to persuade, convince, influence, train and monitor others such as contractors, managers, superintendents, consultants, city agencies, testing labs, supply manufacturers, and code authorities, in favor of a desired outcome. Requires the ability to act as a lead person. - Equipment, Machinery, Tools and Materials Use:
Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as a computer, surveying instrument, air and electrical meters, and a vehicle, and/or materials used in performing essential functions. - Verbal Aptitude:
Requires the ability to utilize a variety of reference, descriptive and advisory data and information such as financial estimates, change orders, construction specifications, asbestos manuals, technical operating manuals, statutes, procedures, guidelines and non‑routine correspondence. - Mathematical Aptitude:
Requires the ability to perform addition, subtraction, multiplication, and division; calculate decimals and percentages; perform basic algebra, geometry, and trigonometry. - Functional Reasoning:
Requires the ability to apply principles of influence systems such as supervision, managing, leading, teaching, directing, planning, coordinating and controlling. Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution. - Situational Reasoning:
Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory, judgmental and/or subjective criteria, as opposed to criteria that are clearly measurable or verifiable. - Environmental Factors:
Tasks may risk exposure to adverse environmental conditions, such temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, toxic/poisonous agents, or irate individuals. - Physical Requirements:
Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting of moderately light objects and materials, up to twenty (20) pounds. Tasks require the ability to stoop, kneel, crouch, crawl, bend, and climb in order to perform inspection duties. - Sensory Requirements:
Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes, sounds, and textures associated with job‑related objects, materials and tasks.
An Associate’s degree in Mechanical Engineering Technology, Civil Engineering Technology, Construction Management, or a directly related field; OR, at least two years of experience in construction inspection, construction design, and/or mechanical design; OR, an equivalent combination of education,…
