Incumbents in this position are responsible for supervising Water Treatment Plant Operators and other maintenance personnel as well as performing duties to ensure the operation and maintenance of the Howard Bend Water Treatment Plant in order to purify drinking water for the City of St. Louis and surrounding communities.
This position provides 24-hour emergency response.

• Maintains a comprehensive understanding of all operations associated with treatment of drinking water at assigned facilities. Includes obtaining and maintaining required certifications, and the ability to perform all duties assigned to subordinate personnel.
• Maintains working knowledge of Federal and State Regulations associated with water plant operations, and plant-specific Standard Operating Procedures.
• Maintains sufficient chemical inventory to guarantee continuous operation of water treatment process at all times. Includes all facets associated with ordering, delivery, receiving, storage, recordkeeping, etc.
• Ensures operator compliance with standard operating procedures as related to all duties and tasks.
• Maintains intimate knowledge and understanding of all mechanical systems utilized in water treatment facilities.
• Maintains records, manuals and drawings necessary for use in upkeep and repair of water treatment equipment.
• Keeps records/logs on activities of workforce.
• Troubleshoots system malfunctions of operating equipment or facilities and effect necessary repair or correction.
• Participates in supervision of the workforce necessary to operate and maintain water treatment plant facilities.
• Supervises housekeeping duties of assigned facilities.
• Directs and records preventive maintenance programs for all systems in the Coagulant House, Filter Plant, Chlorine Building and associated basins, clarifiers and pre‑sedimentation units.
• Assigns and directs personnel in the execution of operational and maintenance duties.
• Procures materials and tools required to perform necessary maintenance and repairs to all equipment, including preparation of purchase requisitions, making emergency purchases, or writing technical specifications.
• Functions as performance rater for all subordinate employees.
• Provides training for all water treatment plant operators and plant operations assistants.
• Implements prescribed flood control procedures when warranted by high river conditions.
• Conducts safety meetings with members of designated work group.
• Operates motor vehicles, welding equipment, torches, power and hand tools and other devices as required for the performance of job duties.
• Participates in most levels of employee supervision, including enforcement of work rules, dispensing of disciplinary policy, performance counseling, etc.
• Assists in development and upkeep of all standard operating procedures associated with the treatment facilities.
• Assists with the Department of Personnel testing for the assembly of certified lists for various water operations and maintenance related job classifications.
• In the event of an absence, performs all duties of the Water Treatment Plant Supervisor II.

  Requires the ability to operate, calibrate, tune and synchronize, and perform complex rapid adjustment on equipment, machinery and tools such as a calculator, hand and power tools, measuring instruments, pumps and/or related materials used in performing essential functions.
