Water Project Manager, Engineering (2600004G)

- Manage bidding of drinking water projects to contractors, including conducting pre‑bid informational meetings and addressing contractor questions during bidding. Review bids and work to bring contractors under contract.
- Review contractor material submittals and manage all aspects of the construction of drinking water projects.
- Perform on‑site inspections to verify safety, adherence to plans and specifications, and compliance with Missouri Department of Natural Resources regulations.
- Provide general oversight of construction inspection staff.
- Coordinate field changes, tie‑ins, and shutdowns of water mains. Coordinate valve closures with internal crews, notify relevant areas, ensure correct connections, and verify proper bacteriological testing and boil advisory notices.
- Address customer issues that arise during construction projects.
- Review invoicing for completeness and accuracy, and process all payments through the finance department.
- Perform permit closeout, including submission of all necessary paperwork and scheduling of closeout inspections.
- Organize field investigations of drinking water systems to determine causes of pressure and flow issues.
- Prepare and improve department standard operating procedures.
- Review road, utility, and accessibility projects for conflict with existing water systems and coordinate any necessary relocations with the project owner, including oversight of funds reimbursement.
- Assist in system data collection using GPS equipment; ensure contractor and inspection staff collect required project data and coordinate delivery to the GIS mapping department.
- Maintain a comprehensive file of project activities throughout the project life, including correspondence, agreements, invoicing, design iterations/comments, and submittals.
- Prepare budgetary estimates for drinking water projects.
- Identify new project needs in an advisory capacity to the Engineering Manager, assist in large‑scale planning projects, and provide input into project direction planning.
- Data Utilization:
Perform mid‑level data analysis, audit, deduce, assess, conclude, and appraise within established criteria. - Human Interaction:
Provide guidance, assistance, and interpretation to coworkers, clients, public officials, and the public on applying policies, procedures, and standards. - Equipment, Machinery, Tools and Materials Use:
Operate, calibrate, tune, synchronize, and make rapid adjustments on equipment, machinery, and tools. - Verbal Aptitude:
Utilize reference data and information such as architectural drawings, specifications, contracts, building codes, design standards, engineering manuals, construction manuals, permit applications, budgets, ordinances, statutes, procedures, guidelines, and non‑routine correspondence. - Mathematical Aptitude:
Perform arithmetic operations, calculate percentages, fractions, decimals, and employ algebra, geometry, trigonometry, calculus, and differential equations. - Functional Reasoning:
Apply principles of logical or synthesizing functions involving planning and directing interrelated activities across multiple departments. - Situational Reasoning:
Exercise judgment, decisiveness, and creativity when evaluating information against sensory, judgmental, or subjective criteria. - Environmental Factors:
Work under adverse environmental conditions such as dust, pollen, odors, wetness, temperature extremes, noise, machinery vibrations, electric currents, traffic hazards, and exposure to disease or pathogenic substances. - Physical Requirements:
Lift, push, and pull up to fifty pounds; perform climbing, balancing, stooping, kneeling, or crouching during field inspections. - Sensory Requirements:
