(Employees assigned to St. Louis Lambert International Airport may be eligible for a commuting allowance of $180.00 bi-weekly.)
This position reports to the Assistant Director of Planning and Engineering. The primary functions of this position is to manage staff performing management functions in the development, design, bidding, and execution of the Airport’s Capital Improvement Program and to manage the funding, payment, and reporting of landside design and construction projects. Landside projects are typically building renovation or expansion, infrastructure (electrical, mechanical, special systems) upgrades or replacements, or roadways, bridge, and parking facility improvements.
Landside effectively means all construction and design projects that are not paving and other airfield projects typically funded by FAA’s Airport Improvement Program.
- Manages a team of Registered Architects, Professional engineers, Engineering Technicians, and/or contracted design professionals who are responsible for the design, bidding, and construction management of all landside Capital Improvement Projects (CIP).
- Reviews all proposed tenant improvements in the design and construction phases for compliance with airport requirements.
- Assists with the administration and implementation of the CIP Program and the associated tracking systems linked to the Airport’s Finance and Accounting Department to ensure proper project accounting.
- Manages the Planning and Engineering staff to ensure that all projects are completed with minimal impact to operations, tenants and the traveling public.
- Manages the Planning and Engineering staff to ensure compliance with all safety requirements, that projects are completed within the established schedule and budget, and that all project documentation is completed.
- Monitors projects - tracking time, budget, design schedule.
- Performs site visits and prepares reports on engineering progress and/or problems.
- Assigns projects and tasks to engineering staff and consultants and provides feedback for landside construction projects.
- Completes subordinate employee annual service ratings, reviews performance standards, makes disciplinary action recommendations, provides for employee counseling when appropriate, handles employee grievances, and other staff management tasks.
- Serves as department point-of-contact in the absence of the Assistant Director Planning and Engineering for landside projects.
- Helps prepare the department’s annual operating budget in coordination with the Assistant Director Planning and Engineering.
- Assists with selection of consultants.
- Conducts meetings to coordinate construction projects.
- Attends weekly staff meetings.
- Performs other relevant duties as assigned.
- Data Utilization:
Requires the ability to perform mid to upper-level data analysis including the ability to coordinate, strategize, systemize and correlate, using discretion in determining time, place and/or sequence of operations within an organizational framework. Requires the ability to implement decisions based on such data, and overseeing the execution of these decisions. - Human Interaction:
Requires the ability to manage and direct a large group of employees, which may include firstline supervisors. Oversees and controls employee discipline, selection and allocation, and planning of human resources. - Equipment, Machinery, Tools and Materials Use:
Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as a computer, motor vehicle and/or materials used in performing essential functions. - Verbal Aptitude:
