Under the supervision of the Engineering Manager for the Board of Public Service, this position performs moderately complex to highly complex engineering assignments.

• Assists the project engineer in charge of public works in the commission of their duties.
• Ensures that contractors comply with plans, specifications and other contract terms and conditions.
• Prepares drafts of correspondence, change orders and other documents pertaining to the assigned projects.
• Maintains project records and diaries.
• Recommends to the project engineer any improvements that may enhance or facilitate the completion of the project.
• Informs the project engineer of any known non-compliance on the part of the contractor.
• Reviews Plans and Specifications prepared by consultants in order to assure accuracy and contract compliance.
• Performs other duties as assigned.

  Requires the ability to perform mid-level data analysis including the ability to audit, deduce, assess, conclude and appraise. Requires discretion in determining and referencing established criteria to define consequences and develop alternatives.

  Requires the ability to persuade, convince, influence, train and monitor, in favor of a desired outcome. Requires the ability to sell. May require the ability to act as a lead person.
• Equipment, Machinery, Tools and Materials Use:
  Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as a computer, motor vehicle and/or materials used in performing essential functions.
• Verbal Aptitude:
  Requires the ability to utilize a variety of reference, descriptive and advisory data and information such as job diaries, architectural drawings, project estimates, technical operating manuals, specifications and non-routine correspondence.
• Mathematical Aptitude:
  Requires the ability to perform addition, subtraction, multiplication and division as well as basic to advanced algebraic, geometric and trigonometric operations.
• Functional Reasoning:
  Requires the ability to apply principles of logical or synthesis functions involving planning and directing of interrelated activities or multiple departments. Ability to deal with several concrete and abstract variables in working out approaches to major problems.
• Situational Reasoning:
  Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory, judgmental and/or subjective criteria, as opposed to criteria that are clearly measurable or verifiable.
• Environmental Factors:
  Tasks may risk exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, toxic agents, irate individuals, disease, or pathogenic substances.
• Physical Requirements:
  
  Requires the ability to lift, carry, push and pull objects and materials of moderate weight, twelve (12) to twenty (20) pounds, such as survey equipment. Tasks involve the ability to exert moderate but not constant physical effort, typically involving some combination of climbing and balancing, stooping, kneeling or crouching in order to perform field inspections.
• Sensory Requirements:
  Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes, and textures associated with job-related objects, materials and tasks, such as assessing structures.

Qualifications

A Bachelor’s degree in Civil Engineering; plus two years of professional civil engineering experience.

Must possess and maintain a valid driver's license while employed by the City of St. Louis. Must possess a valid driver's license at the time of filing application and be able to present it upon request.
