Title III Budget AnalystTemporary St.Louis, MO, US
Salary Range: $45,000.00 To $55,000.00 Annually
JOB SUMMARYThe Title III Budget Analyst provides day-to-day budget and fiscal support for Harris-Stowe State University’s Title III program, ensuring that grant funds are budgeted, expended, documented, and reported in compliance with 2 C.F.R. Part 200 (Uniform Guidance), the Education Department General Administrative Regulations (EDGAR), and U.S. Department of Education requirements. The position works closely with the Executive Director of Title III & Fiscal Compliance Officer, the Accounting Office, and activity directors to monitor expenditures, reconcile budgets, and maintain audit-ready documentation.
This position is 100% grant-funded through the end of the current grant cycle on September 30, 2027. The position is anticipated to continue into the next five-year grant cycle, which will run from October 1, 2027, through September 30, 2032, contingent upon continued grant funding.
ESSENTIAL DUTIES AND RESPONSIBILITIES- Day-to-day oversight of grants and contracts administration
- Works directly with the Accounting Office (Grant Accountant)
- Assists in obtaining and interpreting program guidelines
- Supports the budget administration process and participates in the development of the annual budget
- Reviews and verifies budget submissions from funded activities to ensure completeness, accuracy, authorization, and updates using the system in an accurate and timely manner.
- Assists in completing federal reporting and budget allocation for activities and programs under Title III.
- Assists with the resolution of Title III award activity problems
- Implements compliance policies and procedures for grant and contract proposals and awards for Title III
- Ensures expenditures comply with established procedures, regulations, and organizational objectives with appropriate documentation to provide a complete audit trail.
- Reviews proposed expenditures for allowability, allocability, and reasonableness under 2 C.F.R. Part 200 (Uniform Guidance), EDGAR (34 C.F.R. Parts 75 and 77), and Title III program regulations prior to approval.
- Identifies, analyzes, and monitors Title III payroll expenditures to ensure payroll is posted & payments are being drawn down.
- Maintains time-and-effort documentation for Title III-funded personnel in accordance with 2 C.F.R. § 200.430(i), and follows up on missing or inconsistent certifications.
- Reviews transfer budgets between accounts to meet fiscal needs to cover shortfalls or budget management.
- Prepares grant documents and correspondence to present information relevant to grant activities.
- Reports, tracks, and analyzes assigned payroll and all program expenditures to record charges and submit budget analysis reporting monthly.
- Conducts budgetary and financial information analyses by applying budgetary methods and techniques, statistical methods, and formulas; compares and contrasts current historical budget and program data using the system and other computerized software.
- Reviews historical expenditure data and recommends appropriate matching expenditures.
- Prepares budget and expenditure data in support of the Title III Annual Performance Report (APR) and other U.S. Department of Education reporting requirements.
- Supports audit readiness, including preparation of documentation for the annual Single Audit under 2 C.F.R. Part 200, Subpart F, and for Department of Education program monitoring or site visits.
