POSITION SUMMARY

This senior leadership position is responsible for aiding in the supervision of Authority operations and leading the execution of all strategic priorities. Serving as a primary advisor to the Executive Director and a day-to-day resource for division directors, the Chief of Staff manages high-stakes initiatives that require cross-disciplinary implementation. The role focuses on strategically identifying housing initiatives to expand the agency's service base while ensuring operational effectiveness and transparency across the organization.

REQUIRED QUALIFICATIONS
  • Education:

    Bachelor's degree in public administration, business, or other related field required; advanced degree in law, business, public policy, or urban affairs preferred.
  • Experience:

    Minimum of five to seven years of broad-based senior-level leadership experience in an organization of comparable complexity.
DUTIES AND RESPONSIBILITIES

Strategic Leadership & Revenue Diversification

  • Strategic Execution:
    Leads the planning and execution of the Agency's strategic priorities and monitors progress on the Strategic Plan.
  • Financial Innovation:
    Collaborates with the ED to identify and implement housing initiatives that expand and diversify the Authority's service base.
  • Funding Augmentation:
    Identifies alternative federal and non-federal funding sources (grants) and utilizes the Authority's 501-c3 entity to obtain donations or other benefits.
  • Policy Adaptation:
    Works with department directors to adapt and develop programs that suit the rapidly changing needs of the community.

Operational Oversight & Project Management

  • Performance Monitoring:
    Monitors departmental performance and ensures compliance with HUD, state, and local regulations.
  • Operational Problem Solving:
    Identifies organizational challenges and recommends effective solutions to ensure the agency meets aggressive deadlines.
  • Confidential Initiatives:
    Executes projects that require the utmost confidentiality or urgency, serving as an advisor on sensitive business matters.
  • Administrative Flow:
    Ensures that materials, contracts, and communications flow smoothly through the Executive Office and that time-sensitive documents receive priority.

Stakeholder Engagement & Board Governance

  • Community Interaction:
    Interacts with government officials, developers, community groups to assist in the design and implementation of housing programs.
  • Conflict Resolution:
    Receives and resolves citizen and employee complaints, routing issues to the appropriate department or the Agency Ombudsman for follow-up.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
  • Real Estate:
    Experience in real estate development and/or management.
  • Strategic Mindset:
    Exceptional ability to translate complex concepts into actionable strategies for a variety of stakeholders.
  • Political Acumen:
    Skilled in building consensus and facilitating meetings designed to achieve objective alignment.
  • Regulatory Knowledge:
    Deep understanding of HUD regulations, Missouri law, and City of St. Louis housing policy.
