Incumbents in this position are responsible for analyzing the Department of Public Safety operations, policies, procedures and issues and advising the department/division head. Duties include developing program, policy and procedure recommendations, assisting the Director of Public Safety in implementing changes and representing them with a variety of governmental, business and community groups.

Essential Functions and Responsibilities :
  • Coordinates and manages executive-level communications for the Director of Public Safety, including drafting detailed reports, official correspondence, and high-quality presentations.
  • Serves as primary liaison between leadership, staff, and external agencies to ensure timely information flow, unified messaging, and positive stakeholder relations.
  • Organizes and maintains department schedules, prepares agendas, coordinates logistics, and tracks follow‑up actions for high‑priority meetings.
  • Supports policy and procedure implementation by translating complex requirements into clear, actionable guidance for staff.
  • Assists in the planning and execution of special projects, public safety initiatives, and community engagement efforts, ensuring accuracy, professionalism, and alignment with departmental goals.
  • Drafts, reviews, and edits correspondence on behalf of the Director.
  • Prepares meeting materials, presentations, and supporting documents for the Director.
  • Serves as a liaison with Commissioners and divisions within the Department of Public Safety.
  • Gathers information and coordinates logistics to ensure meetings are productive and run smoothly.
  • Attends meetings, documents key discussions, and follows up on action items.
  • Ensures the Director and commissioners are fully prepared for meetings with relevant information and background materials.
  • Assists in coordinating and managing special projects and departmental initiatives.
  • Collaborates with staff and other departments to gather information and support project implementation and progress.
  • Develops and presents reports on departmental and divisional activities, issues, and initiatives.
  • Receives, investigates, and helps resolve complaints and inquiries.
  • Prepares, assists with, and monitors contracts, agreements, and requests for proposals (RFPs).
  • Performs other duties as assigned.
Knowledge, Skills, and Abilities:
  • Data Utilization:
    Requires the ability to perform mid to upper‑level data analysis including the ability to coordinate, strategize, systemize and correlate, using discretion in determining time, place and/or sequence of operations within an organizational framework. Requires the ability to implement decisions based on such data, and oversee the execution of these decisions.
  • Human Interaction:
    Requires the ability to persuade, convince, influence, train and monitor, in favor of a desired outcome.
  • Equipment, Machinery, Tools and Materials Use:
    Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as computer terminal, telephone, calculator, photocopier, fax machine and/or materials used in performing essential functions.
  • Verbal Aptitude:
    Requires the ability to utilize a variety of reference, descriptive and advisory data and information such as financial statements, budgets, contracts, bid specifications, press releases, city charter, ordinances, statutes, various policies, master plans, program reports, procedures, guidelines and non‑routine correspondence.
  • Mathematical Aptitude:
    Requires the ability to perform addition, subtraction, multiplication and division; calculate percentage and decimals; develop and interpret descriptive and inferential statistical reports.
