The Government Services Analyst uses professional knowledge of public administration and operational analysis to maintain, evaluate, and support the Forestry Division's service delivery programs. This role focuses on ensuring that vegetation management projects, budget allocations, and municipal service workflows are highly efficient and cost-effective, and directly align with citywide environmental and operational standards.
Essential Functions and Responsibilities:- Operational Analysis:
Evaluates division workflows to identify operational efficiencies including tree maintenance, emergency storm response, and weed abatement schedules. - Analyses workflows and problems from multiple angles, develops preliminary hypotheses about the causes of inefficiency, and tests those hypotheses through further study of operations and data.
- Designs solutions to overcome operational obstacles, recommends them to leadership, and implements them when appropriate.
- Identifies and surmounts obstacles to solutions, including ordinances, policy constraints, and information gaps.
- Performance Tracking:
Develops and monitors key performance indicators (KPIs) to track response times for citizen service requests and field crew productivity. - System Reporting:
Utilizes the City's asset management and work tracking systems to generate data-driven reports on division activities and resource usage. - Prepares reports, presentations, and briefings on performance, system metrics, and process improvement outcomes.
- Conducts spot checks of procurement data and field activities to ensure the quality of work and the integrity of data used for analysis and reporting.
- Organizes regular accountability meetings with Division leadership and departmental partners to track progress on procurement improvement initiatives.
- Regulatory Compliance:
Assists in monitoring and ensuring that the division's processes allow for compliance with local municipal codes, environmental regulations, and safety standards for vegetation, hazardous tree removal, tree trimming, and tree planting on public and private property. - Inter-Agency Liaison:
Coordinates with departments, executive branch, regional agencies, and local community groups to streamline and improve processes around high priority weed control and urban forestry initiatives and programs. - Drive Improvements through Public Requests and Complaints:
Investigates and proposes structural solutions to process issues highlighted by escalated citizen inquiries, complaints, or appeals regarding division policies and procedures.
- Data Utilization:
Requires the ability to perform mid-level data analysis including the ability to audit, deduce, assess, conclude and appraise. Requires discretion in determining and referencing such to establish criteria to define consequences and develop alternatives. - Human Interaction:
Ability to persuade, convince, and train others. Ability to advise and provide interpretation regarding the application of policies, procedures and standards to specific situations. - Equipment, Machinery, Tools and Materials Use:
Requires the ability to operate, calibrate, tune and synchronize, and perform complex rapid adjustment on equipment, machinery and tools such as personal computer, telephone, calculator and/or related materials used in performing essential functions. - Verbal Aptitude:
