Location: St. Louis

EEO Officers plan and lead Equal Employment Opportunity (EEO) programs, teams, and activities, and consult with employees and managers on EEO rights and responsibilities. They process EEO complaints from intake through final disposition, including organizing, directing, inquiring, and evaluating matters pursuant to EEOC guidance, OPM policies, and federal laws and regulations. They manage the overall case management process.

MANDATORY QUALIFICATION CRITERIA
  • Experience processing EEO complaints through the entire lifecycle to include documentation and case management.
  • Knowledge of EEOC regulations, federal EEO laws (e.g., Title VII, ADA, ADEA, Pregnancy Act), and related executive orders.
  • Experience communicating findings to individuals or audiences through written, visual, or verbal reports and briefings.
  • Experience with managing and tracking EEO case files for investigation.
  • Experience working with multiple projects simultaneously (e.g., program management activities, developing timelines/milestones).
  • EDUCATION REQUIREMENT
    • A. Bachelor’s degree from an accredited college or university in Business Administration, Communications, Education, Human Resources Development, Psychology, Public Administration, Social Work, Sociology, or a related field.

      B.
      Combination of

      Education and Experience:

      A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, plus experience in planning, leading, or managing EEO and/or alternative dispute resolution programs, or a related area that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of college work is equivalent to one year of experience.

      Candidates should show that their combination of education and experience totals 4 years.
    • OR –

      C.
      Experience: A minimum of 4 years of experience in planning, leading, and managing EEO and/or alternative dispute resolution programs, or a related area that demonstrates the ability to successfully perform the duties associated with this work. The incumbent must receive thirty-two (32) hours of EEOC‑approved initial training prior to assuming investigator or counseling duties and must receive at least eight hours of continuing counselor training every year, as directed by management in compliance with EEOC.
    DESIRABLE

    QUALIFICATION CRITERIA
  • Experience engaging and collaborating across departments and levels of organizations to meet mission needs.
  • Experience with EEO Case Management systems, such as Entellitrak and iComplaints.
  • Experience with EEO Acceptance and Dismissal Decision letters and/or Final Agency Decisions/Orders.
  • Experience with the Department of Defense and/or the Intelligence Community.
