Human Resource Assistant

Responsible for assisting the Human Resource Director with all aspects of personnel administration and management, emphasising benefits, compensation, employee relations, staff development, and learning management systems.

Basic Function

Responsible for assisting the Human Resource Director with all aspects of personnel administration and management, with a particular emphasis on benefits administration, compensation, employee relations, staff development and learning management systems.

Primary Responsibilities
  • Assists with the administration of overseeing, monitoring and ensuring the Health Center’s commitment to compliance with federal laws and regulations concerning a drug‑free workplace, harassment‑free workplace, ADA, FMLA, EO, COBRA, and other relevant compliance activities.
  • Assists with the coordination of the employee hiring process, including notification/advertising of position openings, screening, routing of applications, assisting with interview processes, conducting pre‑employment reference and background checks, drafting offer letters, and planning/conducting employee orientations/onboarding.
  • Assists with the administration of the employee benefits program, including benefit analysis, health/dental/vision/life insurance coverages, workers’ compensation, disability insurance, work‑site benefits, Employee Assistance Program (EAP), etc. Works closely with the Financial Accountant/Payroll and third‑party administrator on ACA reporting.
  • Assists with the investigation of employee disciplinary problems and recommends appropriate action according to Health Center policy – including written warnings, suspension, or discharge. Follows up with Team Leaders and Supervisors for necessary changes to improve employee productivity and performance.
  • Assists with the coordination of the employee termination process, including out‑processing, conducting exit interviews, coordinating COBRA benefits with third‑party administrator, reviewing unemployment claims, protesting claims when appropriate, and representing the Health Center in unemployment hearings/appeals.
  • Assists with the maintenance of the FCHC Employee Handbook and HR policies.
  • Assists with the maintenance and updates of employee personnel records, including job descriptions, certifications, continuing education, performance evaluations, and general correspondence.
