The GIS Specialist II/Graphic Designer uses professional knowledge of Geographic Information System (GIS) technology to compile information, and develop and revise maps and graphic designs using computer software and equipment for the City of St. Louis Refuse Division.

• Edit and maintain Traffic and Refuse GIS datasets, including but not limited to layers, fields, domains, geometric networks, and associated attributes and assets. Operational examples include refuse routes, refuse collection areas, traffic signals, and street lighting.
• Produce high-quality digital and printed GIS maps that effectively communicate geographic information by creating and maintaining map documents (.mxd), including symbology, table joins, and labeling. Operational examples include digital refuse routes for drivers and traffic signal maps overlaid with network attributes.
• Coordinate and track GIS projects to ensure schedules and deadlines are met while keeping stakeholders informed. Example projects include load balancing of refuse routes and providing data to support lighting upgrade initiatives.
• Perform routine quality assurance and quality control (QA/QC) checks of GIS data to ensure data integrity and accuracy, documenting and resolving identified issues.
• In coordination with ITSA, create user groups and roles, manage user access, maintain folder and file structures, and develop GIS protocols for SLDC. Perform other duties as assigned.

• Database Maintenance:
  Update and maintain enterprise geodatabases (SDE) containing critical infrastructure data.
• System Integration:
  Facilitate the technical integration of spatial data with other city enterprise platforms, including Cityworks asset management, permitting (PLL), and CAD systems.
• Data Quality Control:
  Enforce quality control protocols on all asset updates submitted by distributed City GIS users and agencies.
• Data Presentation:
  Build spatial views within Microsoft SQL Server environments to support asset reporting and map visualization.

• Routing Package Automation:
  Maintain and run Python scripts and SQL Server Agent jobs to automate routine routing network updates and agency data integrations.
• Service Publishing:
  Use Portal for ArcGIS and GIS Server to deploy and maintain mobile map packages, routing services, and web adaptors/REST APIs for city field crews.
• Performance Monitoring:
  Support business performance analysis and optimization by providing GIS data in support of those needs.

• User Support:
  Act as an integral team member of the distributed City GIS workforce, particularly regarding asset tracking and routing datasets for the Street Department and its Divisions.
• Technical Training:
  Train city staff and system end-users on using ArcGIS Enterprise technologies and mobile data collection platforms.

• Data Utilization:
  Requires the ability to perform mid-level data analysis including the ability to audit, deduce, assess, conclude and appraise. Requires discretion in determining and referencing such to established criteria to define consequences and develop alternatives.

  Requires the ability to provide guidance, assistance and/or interpretation to others, such as coworkers, interns, various city departments and the public, on how to apply policies, procedures and standards to specific situations.
