Job DescriptionWe are seeking a Buyer/OSP Coordinator to join our fast‑paced aerospace manufacturing team. The Buyer for Outside Services & Processes is responsible for sourcing, contracting, and scheduling external service providers (e.g., machining, heat treat, coating, plating, assembly, logistics, testing) to support on‑time production and cost targets. This role manages end‑to‑end procurement activities, negotiates pricing and terms, aligns supplier capacity to the production schedule, and drives service quality and delivery performance.
Success is measured by schedule adherence, total cost optimization, supplier reliability, and continuous improvement in lead times and throughput.
- Own the outside services category (e.g., heat treat, plating, coating, special processes, third‑party logistics, inspection/testing).
- Identify and qualify new suppliers; maintain approved supplier list (ASL) and risk profiles.
- Conduct market/should‑cost analysis to inform negotiation strategy and make‑buy decisions.
- Draft and manage RFQs/RFPs; perform total cost of ownership (TCO) comparisons, including price, freight, MOQs, surcharges, scrap, rework, expedites, and schedule risk.
- Negotiate pricing, payment terms, SLAs, and contract provisions (quality, delivery, IP, confidentiality, audit rights, remedies).
- Convert production demand (MRP/MPS) into service orders; sequence and schedule outside processes to meet work center targets and customer commit dates.
- Coordinate slotting/capacity reservations with service providers; elevate/resolve constraints and bottlenecks.
- Optimize lot sizes, queue times, and transit plans to reduce lead time without sacrificing quality.
- Track WIP at suppliers; maintain accurate promise dates in ERP/MRP; drive schedule adherence and recovery plans.
- Monitor supplier KPIs (OTD, quality/yield, lead time, responsiveness, price stability).
- Lead business reviews and corrective action plans; manage nonconformance, rework, and chargebacks.
- Develop dual‑sourcing and contingency strategies to mitigate risk (capacity, quality, geopolitical, compliance).
- Create/approve purchase orders; ensure spec packs, drawings, routings, and special process requirements are complete and current.
- Ensure compliance to QMS standards (e.g., ISO 9001) and customer/regulatory requirements.
- Partner with Quality, Engineering, Planning, Production, and Logistics to resolve technical and scheduling issues.
- Drive cost reductions through consolidation, process improvements, and negotiation.
- Implement supplier development projects to reduce cycle time, scrap, and variability.
- Maintain accurate cost data and forecast impacts; support annual budgeting and S&OP.
- 3‑5+ years of procurement experience, with significant exposure to outside services/special processes (e.g., heat treat, plating, coating, machining, outsourced assembly, testing, logistics).
- Strong negotiation skills (price, terms, SLAs) with demonstrated savings and risk mitigation.
- Hands‑on scheduling/coordination experience (ERP/MRP conversions, promise dates, capacity alignment).
- Proficiency with ERP/MRP systems (e.g., Job BOSS, SAP, Oracle, Microsoft Dynamics, IFS), and Excel/Power BI for analysis.
- Ability to read technical drawings/specs; familiarity with routings, tolerances, and special process requirements.
- Strong communication and vendor relationship management skills.
- Experience in manufacturing (industrial, aerospace, automotive, medical devices, electronics) or similar.
- Understanding of QMS frameworks (ISO 9001) and PPAP/FAI where applicable.
- APICS/CPIM/CSCP, CPSM, or similar certification.
