Position Description
The Senior Procurement Specialist leads strategic sourcing initiatives and manages end-to-end procurement processes in support of McGough's development and project execution activities. This senior-level role is responsible for driving commercial excellence through competitive sourcing strategies, supplier negotiations, contract management, and procurement governance.
The Senior Procurement Specialist partners closely with Engineering, Operations, Finance, Project Management, and executive leadership to ensure procurement strategies align with project objectives, risk tolerance, and financial goals. The ideal candidate combines strong commercial judgment, negotiation expertise, leadership capabilities, and operational discipline while contributing to scalable procurement processes and organizational growth.
Qualifications- Bachelor's degree in Supply Chain Management, Business Administration, Construction Management, Engineering, or a related field.
- 10+ years of procurement or supply chain experience supporting large-scale EPC, industrial, energy, infrastructure, manufacturing, or construction projects.
- Demonstrated experience leading complex strategic sourcing initiatives from RFP development through contract award.
- Strong commercial acumen with a proven track record of leading high-value negotiations.
- Deep understanding of procurement structures, scope definition, contract strategy, and risk allocation.
- Experience managing supplier relationships and complex stakeholder groups, including executive leadership.
- Experience managing change orders and commercial risk in dynamic project environments. Strong analytical, financial, and problem‑solving capabilities.
- Excellent written and verbal communication skills.
- Advanced proficiency in Microsoft Excel, Outlook, Word, and procurement-related systems.
- Experience supporting EPC, industrial manufacturing, energy, oil & gas, renewable energy, or infrastructure projects.
- Experience developing procurement processes within a growing or scaling organization.
- Background in risk analysis, contingency planning, and cost control methodologies.
- Experience with ERP, procurement, contract management, and supplier performance management systems.
- Professional certification such as CPSM, CPSD, CPM, PMP, or equivalent.
- Prior experience mentoring or leading procurement professionals.
- Strong commercial acumen and negotiation skills.
- Knowledge of procurement strategies, contract management, and risk mitigation.
- Ability to build and maintain effective supplier and stakeholder relationships.
- Strong analytical, financial, and problem‑solving skills.
- Effective written, verbal, and executive-level communication skills.
- Ability to lead change initiatives and drive process improvements.
- Proficiency in Microsoft Office applications and procurement systems.
- Manages multiple priorities while meeting deadlines.
- Lead end‑to‑end sourcing initiatives, including bidder list development, bid solicitation, evaluation, and award recommendations.
- Develop and manage RFIs, RFQs, and RFPs from scope definition through contract award and purchase order execution.
- Conduct commercial analysis to evaluate cost, schedule, supplier capability, and risk allocation.
- Develop sourcing strategies that optimize value, quality, schedule performance, and risk mitigation.
- Structure and negotiate commercial agreements that align pricing, risk, and performance with project objectives.
- Provide procurement leadership and guidance on complex sourcing initiatives.
- Negotiate lump sum, time and materials, reimbursable, and hybrid commercial agreements for goods and services.
- Drive competitive tension while maintaining constructive, long‑term supplier relationships.
- Lead pre‑award and post‑award meetings to ensure scope clarity and execution readiness.
- Ensure contracts contain clear deliverables, commercial terms, performance expectations, and change management provisions.
