Location:

St. Paul, Temporary position until 11/30/2027). Telework eligible up to 50% for Minnesota or bordering state residents.

Responsibilities

The Administrative Operations Analyst provides professional administrative systems analysis, operational coordination, office management, and business process improvement support for the Office of African American Health (OAAH). The position serves as the primary coordinator of office operations and administrative systems, responsible for:

  • Developing and implementing standard operating procedures.
  • Documenting and visualizing work processes.
  • Analyzing and enhancing office workflows.
  • Implementing and maintaining administrative systems.
  • Providing administrative coordination.
  • Managing records and information systems.
  • Administrative project management and transition planning.
  • Evaluating administrative processes and identifying operational improvements.
  • Developing guidance to support continuity of OAAH operations.
  • Coordinating office-wide administrative initiatives to improve efficiency, effectiveness, accountability, consistency, and compliance.
  • Supporting the OAAH Director and staff by ensuring administrative systems and processes are organized, documented, customer‑focused, and aligned with MDH policies and procedures.
Minimum Qualifications

One (1) year of experience in administrative operations, office management, business process improvement, project coordination, records management, organizational administration, or a closely related field. Experience must include:

  • Developing procedures, manuals, and/or workflow documents.
  • Records management and/or document control practices.

To be assessed at interview:

  • Knowledge of office management and business operations best practices.
  • Knowledge of administrative analysis and process improvement methods.
  • Proficiency with Microsoft Office Suite, including Outlook, Teams, PowerPoint, Excel, SharePoint, Web Ex, and related software.
  • Ability to maintain confidentiality.
  • Ability to analyze operational processes and recommend improvements.

Degree equivalencies: a related master’s degree may substitute for 18 months of experience; a related bachelor’s degree may substitute for 12 months; a related associate’s degree may substitute for 6 months.

Preferred Qualifications
  • Experience coordinating projects.
  • Experience establishing and maintaining effective working relationships with a variety of stakeholders.
  • Strong organizational and customer service skills.
Additional Requirements
  • Successful completion of a background check and employment reference check.
  • No driver’s license required, but travel up to 25% of the time is required.
  • Candidate must be able to work in the U.S. by employment start; no H‑1B sponsorship offered.
