Electric Vehicle; EV Charging Program Grant Specialist

This temporary position provides strategic grant and program management support for MnDOT’s Office of Sustainability and Public Health (OSPH’s) electrification, fueling, and powering activities. The role supports electric vehicle infrastructure grants by advancing key pre-award and preconstruction activities, ensuring state and federal compliance, and supporting integration of grant projects into OSPH’s new grants management system. Through coordinated work with grantees and MnDOT internal offices, the position helps advance timely, compliant, and high-impact electric vehicle charging infrastructure transportation projects.

Responsibilities include:

Administer pre-award grant activities, including preparing scoring tools, reviewing solicitation documents, and tracking early-stage project progress.
Coordinate pre-construction project work by organizing meetings, preparing materials, documenting decisions, and monitoring deliverables.
Guide grantees through NEVI pre-construction requirements such as kickoff, site development, utility coordination, permitting, and procurement.
Ensure compliance with federal and state reporting requirements, including NEVI and EVChART, and track milestones through early operations.
Serve as a primary technical contact for grantees and coordinate with MnDOT divisions, districts, utilities, consultants, and external partners.

Minimum Qualifications:

Two years of advanced professional experience that demonstrates the bullets below:

• Experience in grant administration and compliance including pre-award review and interpreting federal/state reporting requirements.
• Experience in project management activities like tracking schedules, milestones, deliverables and outcomes.
• Administrative experience preparing meeting materials, facilitating discussions, and documenting decisions.

Please note: A bachelor's or master’s degree in public administration, planning, sustainability, transportation or another related field may substitute six months of advanced professional work experience.
