The Office of State Procurement (OSP) is one of the largest divisions with the agency. This division oversees $2.1 billion in goods and services purchased annually. The division offers volume discounts to state agencies and local units of government through 1,600 enterprise contracts and the two (2) largest multi-state cooperative purchasing programs in the nation. This team also oversees vendor relations for the State and administers business development programs that help economically-disadvantaged and legislatively-targeted companies doing business with the State.

This position works in Operations, SWIFT Functional Support work unit.

We are seeking a Functional Business Analyst to provide expertise and support for Statewide Enterprise Planning System (ERP) Procurement Modules. In this role, you will be responsible for providing application support for planned enhancements or changes to the application as directed across modules, assisting the various procurement module leads with ERP continuous improvement projects, solving difficult problems that the Help Desk cannot handle, and communicating with agencies, OSP, and SWIFT staff to support the State of Minnesota’s business policy and procedure requirements.

This position is eligible for up to a 50% hybrid telework arrangement. With a telework arrangement, additional onsite attendance may be required for team meetings or as requested by management to meet business needs. Completion of a telework agreement will be required. Minimum Qualifications
  • Two (2) years of experience performing work in one (1) or more areas of procedures in a complex ERP system (such as SWIFT) for processing requisitions, solicitations, purchase orders, and contracts or an ERP system that integrates multiple cross-functional processes.
  • Experience with and understanding of the principles of systems analysis, data integrity, and testing.
  • Knowledge of general principles and practices of procurement, purchasing and contracting, professional services contracts, or supply (including inventory).
  • Human relation skills to promote cohesion and cooperation among employees, vendors and managers in a high-pressure deadline driven environment where stakeholders may have conflicting needs.
  • Communication skills sufficient to interpret user needs and requirements and relay complex subjects in plain language to users, support groups, and others.
  • Presentation skills sufficient to conduct training and educational sessions with ERP staff, end users, levels of management, the vendor community, and others.
Preferred Qualifications
  • Experience navigating and performing tasks with Minnesota's procurement system, SWIFT.
  • Experience training or working in help desk support for business and system functionality.
  • Experience training on computer-based technology.
  • Knowledge and experience working with PCards.
